.T <br />the whole way, but he would dense up the landscaping, because he believe it would be more attractive. <br />He asked that they keep in mind what is there now. He stated that they are curbing, paving, screening <br />the docks, and there are none of those things now. The developers clarified that they cannot screen the <br />Marc's docks. The condo representatives stated that the Marc's area has been a continuing source of <br />complaints with trucks, noise, and debris. Mr. Herschman responded that this can be enforced by the <br />city's ordinance. He stated that their management can inform the tenants of the ordinances. Mr. <br />Barrow agreed those concerns can be addressed. The association is also concerned if the Fire <br />Department would have a problem with a solid barrier. Mrs. Doubler stated that they are willing to <br />negotiate, but why are they ruling out a solid wood fence. Mr. Banow stated it was partially <br />economics, but he believed that what they planned would be effective, and it was not inexpensive. <br />Mrs. Doubler thought that the Superstore could help with these expenses. Mr. Barrow stated that this <br />would not happen, they are leasing, if they were buying it they might do something like that. Mr. <br />Liggett suggested a higher mound on the east side, but the condo representatives were concemed <br />about the drainage since there are drainage problem there now. Mr. Barrow stated that drainage <br />around the mounds is relatively easy to address. Mr. Liggett stated that providing drainage would be <br />an easy solution, but the problem is probably the grading on the condo property. He believed that the <br />existing mounds could be increased in height with both higher and lower shrubs planted. He thought <br />that the problem of truck noise inside the truck docks has been solved, but not the noise from trucks <br />on the street. Mr. Barrow stated they will install signs along Victoria Lane prohibiting trucks from <br />parking, to stop them from lining up. He explained that the proposed tenants have controlled <br />deliveries and trucks will not stand around for hours. Some of these issues can be put in the leases. <br />Mr. Barrow stated that they would check Marc's lease to see what rights they have in their lease and <br />wondered if they were allowed to park trucks over night. Mr. Conway stated that the problems can be <br />solved, but with the changing of management they might re-occur. Mrs. Canwright stated that since <br />tenants change, they believed that the wall was a permauent solution. Mr. Zergott repeated that when <br />the wall was so far away it would not held. Mr. Liggett pointed out if a new dock was installed, they <br />would have to come back to the boards. Mr. Zergott would like them to come back with a much <br />denser landscape plan, he did not think there should be more fencing to the east, but there should be <br />more in the Marc's area. Mrs. Canwright would prefer an 8 foot high fence, but it was explained that it <br />would be hard to climb a 6 foot board on board fence. Mr. Zergott believed a higher fence could not <br />support itself and would lean. He would like a 6 foot fence with denser landscaping and higher <br />mounds on the east side. He thought that there could be mounds behind the theater. The height of the <br />mound could be determined by their landscape architect, and he could review a new plan before they <br />go back to planning commission. The developers agreed to present a plan to the city before Tuesday <br />so Mr. Zergott can review it. Ms. Oring, a resident, stated that Marc's is a trouble spot and <br />questioned if they were going to extend the fence behind Marc's. The developers would prefer a living <br />fence about 6 foot high. W. Herschman would like to keep the same scheme, with sections of fence. <br />Ms. Oring stated that Marc's had trailers dropped on the street, trucks on the property almost 24 <br />hours a day, and up until the first of the year they had fork lifts with backup beepers going at 5:00 <br />a.m., and occasionally dumpsters being unloaded at about 5:00 a.m The area across from Marc's has <br />a fairly nice backyard area and everything on Marc's property is visible. Mr. Banow pointed out that <br />this is where they are going to landbank parking so they can install a denser planting area now. He <br />believed that this problem can be solved from a operational standpoint. It was noted that Marc's has <br />been cited, and they just go back to their original operations. Mr. Conway stated that the previous <br />owner of the center had several changes in staff, and hopefully, this owner would have the same <br />people in place. It was clarified that only the electrical utilities on the shopping center would go <br />underground, but the poles adjacent to the condo's belong to the llluminating Company, and the <br />developer cannot touch them.
