RTA needs to let the residents know what their intent is as far as the <br />environmental impact on the neighborhood. Ms. Feke commented that RTA would do what ever <br />it could to mitigate any hazardous thing that they do. RTA has agreed to do more landscaping on <br />the site then what they have ever done in the past and they will be using 15-foot light poles and <br />the increased greenery. RTA will do what ever it takes to get the plans through. If RTA needs to <br />they will get air pollutant samples they will do so as they have in the past. Mr. Brennan <br />commented that from a safety and security standpoint would it be wise idea to put a parking lot <br />next to an interstate on & off ramp. Chief Joyce, head of security reviewed that last year there <br />w,as >>nly 37 cars stolen on any of their property. The way the lot is laid out with only one way in <br />ar);1 out it helps cut down on the ability to steel cars. No one can guarantee. that a car could not <br />bF; stolen. Mr. Brennan suggested that the other park and rides are not as close to an interstate <br />rarnp as this park and ride will be. Chief 7oyce suggested that RTA had an automobile theft unit. <br />VI r. Tallon questioned if there would be cameras on the site. Chief Joyce remarked that they have <br />looked into digital surveillance but has not completed their study. Ms. Feke sugaested that they <br />have the second biggest police force in the county and they would do what ever they could to <br />ke:-a the parking lot secured. Mr. Brennan suggested that at the last meeting Ms. Feke indicated <br />tha?L her boss was upset.at the cost of building the North Olmsted park and ride. Why is this park <br />ar,d ride the most expensive park and ride RTA has ever built. Ms. Feke suggested that it was do <br />to tlie landscaping and buffering. The site condition on this land requires more landscaping and <br />buA",-ring then what has been needed in the past. Mr. Brennan remarked that he was for park and <br />rides but questioned if other sites had been looked at other than the current lots. Ms. Feke <br />ir:dicated that RTA had been reviewing different sites for 2 years to find the best site for RTA. <br />NL-. Tallon suggested that this site is expensive because this is the only park and ride that has been <br />biuii;: next to residents, and as long as RTA is willing to spend the money needed to protect the <br />resiti:ents then there would not be any problems. Ms. Feke answered that RTA would spend what <br />ever it takes to get the plans approved. Mr. Hreha questioned what the size of fur trees would be <br />p;anted and how big do they get when they are fully mature and how long does it take them to <br />reach full maturity. Mr. Tallon indicated that Mr. Hreha's questions were very good, but <br />premature, as they could not be addressed until a proposal had been submitted. Mr. Garvis from <br />Sunset Oval commented that a 6-foot fence is not high enough. Mr. Tallon indicated that the <br />height of the fence would have to be addressed once a proposal is submitted. Ms. Meter from <br />Kennedy Ridge questioned Ms. Feke about the backyard being created, as a buffer was she talking <br />about Sunset Oval property or Kennedy Ridge. Ms. Feke suggested that Kennedy Ridge would <br />aiso have a large buffer and that the hammerhead would be moved onto RTA's property as was <br />discussed. She also feels that the height of the fence is not high enough. Mr. Tallon reiterated <br />that fence height and the type of buffering would be discussed once a proposal is submitted for <br />approval. Ms. Straus from Kennedy Ridge indicated that she lived next to the green house <br />property. She is concerned what the square footage of the buffer would be as she is selling her <br />house and she is concerned the property value will go down. Ms. Feke reviewed the square <br />footage with Ms. Straus. Mr. Balsal from Sunset Oval indicated that he talked to the Assistant <br />Law Director 2 week ago about the overlay and the criteria that is set to measure the adverse <br />affects against the property. Sticking to noise and air pollution you indicated that they would <br />come out and set up guide lines for the zoning overlay and what the specifics would be so the <br />property wouldn't be devalued. His question is what type of assurance do the property owners <br />around the park and ride have that there are proper comparisons done. He questioned would <br />conduct the studies. Mr. Dubelko indicated that there was nothing in the proposed new code that <br />7
