placed anywhere. Even if Council approves the overlay district being added to the current zoning <br />code that doesn't mean that it will be placed on the parcels in question as that is a separate <br />ordinance. Mr. Tallon indicated that Mr. Asseff was correct. Mr. Dubelko clarified that there are <br />2 ordinances before the Commission. The first creates a chapter in the Zoning Code, which <br />creates the district. The second ordinance before the Commission zones the affected parcels of <br />land into the overlay district. In the future if RTA should propose the development of the lots it <br />will not require an ordinance, but will go through the typical development process of going before <br />Planning Commission and being approved by Council ultimately. Ms. Feke, with RTA property <br />management came forward. At the last meeting we were asked to go over the park and ride. <br />RTA has a long range plan to have 7 park and rides throughout the county. The areas are chosen <br />for their density as well as being traffic generators and have good transit access which the <br />proposed lots, have. There is currently an 80car lot next to Chi Chi's that is full and the lease will <br />end two years. The RTA believes that it will take that long to develop a park and ride. They <br />would like to have 300 to 500 parking spaces. RTA has been asked to change move the sound <br />wall and place a buffer of pine trees in front as well as behind the wall. The last parcel would also <br />have a sound wall to buffer the noise. 4 foot mounds with a 6-foot high fence on top of the <br />mounds. There have been requests to have higher mounds but that will have to be looked into. <br />RTA could look at getting a variance to be allowed to have a higher fence, as they are concerned <br />that real high mounds could effect the draining in the area. The RTA engineer indicated to Ms. <br />Feke that from were the wall will be placed and the buses pull in to pick up people the buses will <br />not be seen by the neighboring homes. RTA is willing to look at a higher fence they just would <br />not want to go 10 feet, as it could create drainage problems. If the overlay district is passed, <br />RTA will have to acquire the property, then develop the designs and apply for all the permits to <br />develop the site. RTA would like to have a park and ride up and running within in 2 years. Mrs. <br />O'Rourke questioned if he landscaping would be placed on both sides of the fence. Ms. Feke <br />indicated that was correct. Mr. Tallon suggested he read that the new bus station would be a <br />natural gas bus station. Ms. Feke commented that one of RTA's plans was to have a fleet to have <br />a natural gas fueling station. Mr. Tallon questioned if the natural gas buses would be used in <br />North Olmsted once the new bus department is finished. Ms. Feke indicated possibly "yes", it <br />would make sense. Presently the old bus building can not use those buses, as it is not equipped <br />for natural gas buses. Mr. Tallon questioned if the new bus department would accommodate <br />natural gas buses. Ms. Feke answered. "yes". She indicated that the property for the new Bus <br />Department was just acquired and the engineering design has just started. Mr. Spalding <br />suggested that the Westgate park and ride had a building were the buses pull in and questioned if <br />there would be a building at the North Olmsted site. Ms. Feke suggested that there would be a <br />comfort station or shelter. RTA may do a smaller version of what is currently at the Westgate <br />mall. For the most part people stay in their cars until they see the bus arrive then they run for the <br />bus. RTA doesn't want to put too much money into a big structure, as people don't really use <br />them. Mr. Asseff suggested that there are 2 steal and glass shelters at the Westgate station and <br />questioned if that is what RTA had in mind. Ms. Feke suggested it would be more like the <br />Strongsville park and ride. Mr. Spalding indicated that a resident was concerned about that the <br />parking would be close to their property. He questioned if there could be lower level parking. <br />Ms. Feke suggested that RTA plans on having everything as close to the road as they can, in some <br />places the buffer zone will be as wide as 100 feet from the back of a residents property line. <br />There is only 1 area that will be 68 feet from a resident's property line. Mrs. O'Rourke <br />questioned if the parking area could be flipped so that the cars could be in the front and the buses <br />could drive to the back to pick up the residents.
