The applicants are to get in touch with the Service Director, Mr. Bloman to <br />acquire the name and phone number of the CEI contact to make arrangements to remove the <br />utility poles. In the framing of the motion Mr. Conway questioned the Chairman of the <br />Architectural Review Board, Mr. Zergott, as he was present, if the Architectural Review Board <br />reviewed the sign package. Mr. Zergott indicated that they had not reviewed the sign package <br />like the Planning Commission just did. Mr. Tallon indicated that the sign package would be sent <br />to the Architectural Review Board for review and to follow the recommendations without <br />returning to the Planning Commission. NIr. Zergott questioned if the landscaping suagestions <br />yvere made. Mr. Zimmerman commented that all the recommendations on landscaping were made <br />to improve the site. R. Tallon remarked that the motion would include all the recommendations <br />made by the Architectural Review Board as well as the Landmarks Commissions. Mr. <br />Ziinmerman suggested that the Architectural Review Board had not reviewed the sign package in <br />depth. Mr. Wajtila questioned if the signage would delay the building going before Board of <br />Zoning Appeals. Mr. Conway indicated that the sign package could be addressed as a separate <br />issLie. Mr. Self suggested that the signage could not have been designed until the building was <br />designed. The building and signage permits should be addressed at the same time at the Board of <br />Zui;ing Appeals meeting. Mrs. O'Rourke questioned if the awning over the brick area would be <br />lit. Mr. Zimmerman indicated that only the windows would be lit. Mr. Zergott indicated that the <br />Arcilitectural Review Board disagreed with the traffic engineer as they felt that the drive-thru <br />wo,!id be a safety issue with motorists turning onto Porter Road. Mr. Tallon reviewed that at the <br />first meetina the drive-thru was addressed and the traffic engineer believes that it would not be a <br />safe:y issue. The motion was seconded by T. Brennan and unanimously - approved. Motion <br />C,is riec9. Mr. Tallon thanked the applicants for their time and willingness to work with the City <br />an'd its Commissions to develop a building that would best suit the community. <br />IV. N-EW DEVELOPMENTS AND SUBDIVISIONS: No items. <br />V. C'OLNEVRJNICATIONS: No items. <br />VI. COMNIITTEE REPORTS: <br />I'he Planning Commissioners will need to review the following ordinances: <br />1). Ordinance No. 99-139: An ordinance creating new chapter 1140 of the Planning and Zoning code <br />of the City of North Olmsted, entitled "Public Facilities Overlay District." Note: The Planning <br />Commission tabled this ordinance at the November 9, 1999 meeting. <br />Chairman Tallon indicated that ordinance 99-139 and 99-140 would be reviewed at the same <br />time. Mr. Tallon indicated that there was a lengthy discussion at the last meeting and the <br />discussion will be limited. The board will allow audience members to speak but not to the length <br />that was allowed at the last meeting. He questioned if there was anyone present in the audience <br />that did not have a chance to speak at the last meeting and indicated that the audience would <br />speak first. The board will review the overlay district ordinance, which is self-explanatory, it over <br />lays the current zoning, and it is placed on top of the existing zoning and does not replace the <br />current zoning. It allows uses that are not normally allowed. At the end of the last meeting he <br />had asked the RTA rep to come forward and address the intrusions on the environment whether it <br />be sound or air pollution.
