It is not his fault or problem that the current owner would have a <br />prtibiem selling his land under the current zoning. The residents are trying to get assurances that <br />if i??-. proposal goes in that it wont just be a judgment call on whether or not the fence is high <br />encu,gh or if the safety is adequate. There is studies that can be done it is just a matter of who is <br />goi,,-.- to pay for it, RTA may do it or the City can do it, but the residents should not have to pay <br />for Yhem to be done. Mr. Whiting from the North Olmsted Bus department indicated that the bus <br />cirivers were in full support of the RTA plans. RTA has looked at 6 different sites in North <br />01n;sted to find the right site that will enhance the City as well as build a relationship with the <br />: orununity. RTA will provide the residents with the best possible service that they can provide. <br />he transit association has looked at some of the other sites that were taken into consideration <br />h Olmsted, <br />_•:? the association feels that this site is in the best interest for RTA, the City of Nort <br />:?z?inployees and any transit rider. The association has been assured that the residents will be <br />?:-,; ected as well as the community and the bus drivers are all protected. There has never been a <br />?.-i;?lem with security at the present park and ride and he doesn't feel that the people that will use <br />:- park and ride will have a problem. Mr. Asseff questioned how compensation to the current <br />p,erty owner was arrived at, was it through some type of negotiation or formula. Mr. Dubelko <br />.: P,.:ated that he was not aware that a property value or compensation to the current owners had <br />-..:: arrived at yet. Ms. Reck from Sunset Oval is concerned that if the ordinances are approved <br />.:~<lfter the fact and the park and ride is built and the residents can not handle the pollution, will <br />.>tudy not be done until then when it is too late. Why not have the study done before the <br />-..posal. The pollution is the most important. Mrs. O'Rourke commented that a pollution study <br />,.:id have to be done at a different site, as there are no buses currently in the site area. Mr. <br />-?:h indicated that he has driven by the green house many times. He does not know what is <br />exhausted through the smoke stack but the smoke ashes and pesticide vapors have been <br />vn over Sunset Oval and Kennedy Ridge for a long time so the residents must be used too the <br />t:=dcr. It is hard to four see the bus fumes would even be as bad as the current exhaust. He would <br />?o know if the green house is in compliance with the EPA requirements. The residents are the <br />M,aeung Commissions number one concern when a proposal goes before this board. An <br />4;ni._ientified audience member suggested that the smokestack is high in the air and the smoke that <br />;:orr;es out of it gets carried over their property. Mr. Koeth suggested that then the ashes fall on <br />tiie Olmsted Falls residents also. The audience member commented that, well this is North <br />Oliaisted. Mr. Tallon indicated that what the board could do and often do, is require the <br />de?-t:loper to do continuing studies. If a problem develops during that time the developer has to <br />anne:ld the problem. Mr. Asseff questioned Mr. Terbrak if the City did in fact used the CNG <br />bust°S like what is used at the Westlake park and ride the emissions problems would be <br />sig»ilicantly reduced if not eliminated. Mr. Terbrak indicated that the park and ride would only be <br />open. from 6:00am to 7:00pm during the week and remain empty except for occasional Indian <br />game and the parking lot will not have that many cars in it during those runs. Mr. Asseff <br />questioned what the actual height of a bus was. Mr. Terbrak indicated that a bus height is 10 feet <br />6 iiiLhes at its peak and that includes the air conditioner. The RTA has continued to improve the <br />runi;ing of their coaches and are cleaner burring as well as quieter then what they where years <br />aga. <br />9
