Mr. Tallon questioned if Mr. Christou understood he needed to go to the Board of <br />Zoning Appeals on November 4, 1999. TW. Christou commented "yes". Mr. Tallon indicated <br />that the Planning Commission was asking the applicant to return October 26, 1999, wluch fls <br />before November 4, 1999, at wluch time the Planning Commission would have a list of the <br />variances that have been granted and the applicant would have all the proper drawings. The <br />Planning Commission will then make their recommendation to the Board of Zoning Appeals, <br />by asking this it is not adding any time or holding up the proposal. Mr. Conway questioned if <br />the board wanted the plans to show the 5-foot instead of the 4.33-foot. Mr. Tallon remarked <br />that the board wanted to see accurate plans and wanted to have the list of variances that were <br />approved and a list of further variances needed. 1VIs. Kopko questioned why they would have <br />to come back as the Board of Zoning Appeals makes the determination on the variance <br />needed. Mr..Koeth indicated that the Planning Commission would be giving the Board of <br />Zoning Appeals their recommendations. Ms. Kopko suggested that the Planning Commission <br />give their recommendation for the three 5 foot areas and the drive without the applicant <br />returning. Mr. Tallon indicated that he would not sign off on final drawings without the board <br />reviewing them first. <br />R. Tallon again motioned to table J.C. Hair Design of 28813 Lorain Road which consists of <br />land banked parking until the October 26, 1999 Planning Commission meeting. The applicant <br />will have accurate drawings and Mr. Conway will provide a list of the variances that were <br />granted from the original drawings. The drawings that come before us are to be the drawings <br />that will be shown to the Board of Zoning Appeals. The motion was seconded by R. Koeth <br />and unanimously approved. Proposal Tabled. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1). The Q-Panel Company; PP# 234-02-002 <br />Proposal consists of the Cypress Avenue Extension. <br />Chairman Tallon called all interested parties forward to review the proposal. Mr. Grossman, <br />President of Q- Panel and Mr. Papotto from Neff Associates. Mr. Grossman indicated that <br />the proposed road was an extension of Cypress Ave., which is presently being built in North <br />Ridgeville. Cypress Ave. is being built to accommodate an 88-acre development in North <br />Ridgeville. Q-Panel owns 19 acres in North Ridgeville and a 1-acre triangle lot in North <br />Olmsted along Lorain Road: The City of North Ridgeville is committed to gain access to <br />Lorain Road through Q-Panel property. There is an immanent domain currently in place to <br />place the road in North Ridgeville. To place the road at the North Ridgeville boundary is not <br />feasible as it would be so close to the on and off ramp of 480. Q-Panel has come to an <br />agreement with North Ridgeville to extend Cypress Ave. to place the road so that the opening <br />is in North Olmsted. There would be about 250 feet centerline roadway in North Olmsted <br />with a 60-foot wide rite of way, but the paving would be about 30 or 45 feet. Cypress Ave. <br />will be put in place it is just a matter of will it open at the North Ridgeville boundary or at the <br />proposed site in North Olmsted. Q-Panel has offered to write up an agreement between the <br />10
