Tallon motion to approve Horizon Activities Center; PP# 237-05-023,003 & 237-07-018 <br />Proposal consists of building and operating a 13,000 square foot Daycare Center in a General <br />Business District (On July 27; 1999 Planning Commission granted a conditional use permit to <br />Horizons). Parcels are located between David Drive and Brendan Lane. With the inclusions of <br />the recommendations of this board to use 12-foot light poles and high-pressure sodium light <br />bulbs. That the lights that are adjacent to the residential areas to have the backside shaded so it <br />does not shine on the resident`s side of the property. The motion was seconded by T. Brennan. <br />Roll call on the motion: T. Brennan; yes, S. Asseff; yes, T. Hreha; yes, R. Koeth; yes, R. Tallon; <br />yes, and K. O'Rourke and S. Spalding both abstained as they are employed by Horizons. <br />Motion Passed. <br />2) Columbia Road Baptist Church• 4116 Columbia Road: <br />Proposal consists of adding a fellowship hall to the existing church. <br />Note: This proposal was first heard by the Planning Commission on January 12, 1999 were the <br />proposal was tabled until new plans were submitted. Variances as well as a special permit to <br />add to a non-conforming building will be required. <br />Chairman Tallon called all interested parties forward, and reviewed the request. NIr. Conway <br />commented that the architect would be submitting a new plan this evening. Said plans should <br />show that there is no need for any variances, but the applicants will need a special permit to add <br />to a non-conforming building. 1'astor 7enkins and NIr. Ruby the architect came forward to <br />review the proposal. Pastor Jenkins suggested that the church had been before the board earlier <br />in the year. The architect at the time felt that a master plan would need to be reviewed all at <br />once. The church has now hired a new architect for the church, and has reviewed all the plans. <br />It has been decided to revise the plans so that no variances will be needed, and locate the <br />fellowship hall within the property boundaries. The Pastor introduced the new architect and <br />indicated that he would review the current plans. Mr. Ruby indicated that the new plans <br />represent a 4,600 square foot fellowship hall, classrooms, meeting area and a small mechanical <br />room. There will be a fire separation wall, as code requires between the two buildings. The <br />addition will be constructed of wood frame with a briclc masonry exterior to match the existing <br />building. The exterior of the building will be wrapped with the wYute brick to match the existing <br />brick and the shingle of the roof will also match the existing shingles. He suggested 1VIr. <br />Conway had a concern over the parking lot, but the church has no plans to alter the exiting <br />parking lot. To the best of Mr. Ruby's knowledge the existing parking lot meets the Cities <br />building requirements. The interior of the building will be constntcted of wood trusses to create <br />a cathedral ceiling effect on the inside of the building. The room will be a clear open room with <br />no structural support on the interior. Mr. Conway asked for the revised site plan. Mr. Ruby <br />submitted a new site plan. 1Vtrs. O'Rourke inquired if there would be any lighting fixtures on <br />the new addition. Mr. Ruby suggested that there would be wall lights for securiiy and will <br />match the fixtures on the existing building. There may be some ground lighting to accentuate <br />the front of the building. Mr. Tallon questioned if the new plans were different from what the <br />board members had. Mr. Conway suggested the only thing that had been altered from what the <br />4
