ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:45pm. <br />PRESENT Chairman, R. Tallon, Board members, K. O'Rourke, R. Koeth, T. Brennan, S. Asseff, and W. <br />Spalding. <br />ALSO PRESENT Assistant Law Director, J. Dubelko, City Engineer, P. Deichmann, Assistant Building <br />Commissioner, T. Rymarczyk and Clerk of Commissions, D. Rote. <br />ABSENT Board member, T. Hreha. <br />II. REVIEW AND CORRECTION OF MINUTES: The minutes of July 13, 1999, Planning Commission <br />mee't;ng has been submitted for approval. <br />R. Tallon motioned to approve the Planning Commission minutes dated July 13, 1999 as written. The <br />motion was seconded by, T. Brennan and unanimously approved. <br />III. BUILDING DEPARTMENT 1tEQUESTS: <br />1). Horizon Activities CentersPP# 237-05-023,003 & 237-07-018 <br />Proposal consists of requesting a Conditional Use Permit to allow the development and operation of a <br />13,000 square foot Daycare Center in a C'reneral Business I)istrict (On November 25, 1997, Planning <br />Commission granted a conditional use pernut to Horizons). Parcels are located between David Drive <br />and Brendan Lane. NOTE: Building proposal was heard by the Planning Commission on July 13, <br />1999 and the Architectural Review Board on July 21, 1999. <br />Chairman Tallon called all interested parties forward to present their proposal. Mr. Grassa the <br />architect and 1VIr. Smith, an Assistant Director from Horizon's came forward to present their proposal. <br />Mr. Grassa commented that at the last Planning Commission meeting it was brought to his attention <br />that the conditional use penmit had expired, therefo.re_ I-Iorizons was present tonigl,t,. r.o reqiiest ? <br />conditional use pernut. He questioned the Planning Commission, Chairman as to what other issues <br />than the conditional use pernut needed to be reviewed. 1VIr. Tallon commented that there would be <br />two separate motions, one for the conditional use pernut, and one for the review of the site plans. He <br />questioned if there were any comments or questions form the other board members regarding the <br />conditional use pernut. No further comments were made. <br />R. Tallon motioned to allow Horizon Activities Centers located on PP# 237-05-023,003 & 237-07- <br />018 their request for a conditional use pernut. The motion was seconded by, T. Brennan. Roll call on <br />the motion: R. Tallon; yes, T. Brennan; yes, R. ICoeth; yes, S. Asseff; yes, K. O'Rourke; abstained <br />from the vote, and W. Spalding; abstained from voting, commenting that he was acting council to <br />Horizons. Motion Carried. Conditional Use Permit Granteel. <br />Mr. Grassa indicated that the concerns the board members voiced at the last meeting were regarding <br />security and lot accessibility. The Police Department as well as the Safety Department indicated in a <br />fax he had received that they had no objections according to the site plans that were submitted. He
