ROLL CAL,L: <br />Acting Chairman Brennan called the meeting to order at 7:30pm. <br />PRESENT: Commissioners; R. Koeth, T. Brennan, W. Spalding, and T. I-33reha. <br />ALSO PRESENT: Assistant Law Director, J. Dubelko, City Engineer, P. Deichmann, Building <br />Commissioner, D. Conway, and Clerk of Commission, D. Rote. <br />ABSENT: Chairman, R. Tallon, Commissioners, S. Asseffand K. O'Rourke. <br />II. REVEEW AND CORRECTION OF 1VIINUTES: The minutes of May 11, 1999, <br />Planning Commission meeting, have been submitted for approval. <br />T. Brennan motioned to approve the May 11, 1999, Planning Commission minutes as written. <br />The motion was seconded by, R. Koeth and unanimously approved. <br />III. BUII.,DINGDEPARTNIENT REQUESTS: <br />1) Halleen KIA; 27726 Lorain Road: <br />Proposal consists of adding pole lights to the existing parking lot. <br />Acting Chairman, Brennan called all interested parties forward to present their proposal. Mr. <br />Brennan reviewed that he would be abstaining from voting on Halleen KIA's proposal, do to a <br />potential conflict of inierest. 1VIr. Kula from KIA came forward to present the proposal. Mr. <br />Kula passed out a study, which he conducted of car dealers who had pole lights in their parking <br />lots. He indicated that 8 pole lights are being requested. The survey showed the names, address, <br />and number of lights per dealer. The distance between lights, were determined by the number of <br />paces walked times 3 feet. Mr. Kula sugaested that all the dealers had two rows of lights in their <br />parking lots, and indicated that KIA's display area was 210 feet, and he is only requesting 8 pole <br />lights. He suggested there were currently four 1,000-watt lights from the illuminating company, <br />but they were not adequate. The back of the building was too dark to conduct business at night. <br />Mr. Koeth asked how high the pole lights would be. 1VIr. Kula indicated the poles would be 25 <br />feet high, and the lights would each be 1,000-watts. He suggested a letter dated September 24, <br />1998, from Mr. Conway suggested the lights were to bright and that they would over spill onto <br />residentially zoned lots. Mr. Kula indicated the lots were vacant and Halleen KIA owned both <br />lots, which would rema.in vacant. Mr. Brennan suggested Mr. Conway's comments, indicated the <br />corner area was up for redevelopment and suggested Halleen KIA wait until a total proposal was <br />submitted before the lights were addeci to the lot. He indicated that depending on the <br />development of the parcels it could shield the residents to the rear. Mr. Brennan suggested one of <br />the concerns of the Planning Commission is the spaces between people's lives and other peoples <br />businesses is getting very narrow and lighting does affect the quality of life. The Commission <br />would have to have something in writing that guarantees the lights would be shut off at 9:00pm,
