only showed one. Mr. Rymarczyk indicated a second drive would be needed and that the Planning <br />Commission could address that issue. Mr. Hreha questioned how many parking spaces were needed to <br />require an additional access drive. Mr. Rymarczyk suggested 20 parking spaces would require them to <br />provide another access drive. Mr. Spalding asked how many parking spaces were slated for the new <br />facility. Mr. Suhayda indicated there would be 51 parking spaces. Mr. Kall suggested the assisted living <br />facility would be allowed to use the eYisting access drive, which is located in front of the nursing home. <br />Mr. Spalding questioned if the rooms would be one-room units, or suites. Mr. Suhayda indicated there <br />would be 18 eff?iciencies that are one-room, 20 one-bedroom units that include, kitchenettes as well as <br />bathroom facilities, and there would also be, one two-bedroom suite. Mr. Spalding asked what criteria <br />dictated a person being admitted to an assisted living facility. Mr. Suhayda indicated he was not sure but, <br />believed age was the determining factor not physical disability. Mr. Spalding questioned how a person <br />would be affected if they became too ill to remain in the assisted living facility. Mr. Suhayda suggested <br />the resident would be allowed to move into the nursing hoine ne:ct door. Mr. Koeth asked Mr. <br />Rymarczyk to review the east and west sideyard variance requests. Mr. Rymarczyk indicated a 33.5'foot <br />variance would be needed on the East Side of the building and a 23'foot variance for the West Side of the <br />building. Mr. Suhayda indicated the West Side of the property line was adjacent to the nursing home, <br />which has the same owner. Mr. Spalding questioned the height of the building. Mr. Suhayda indicated <br />the majority of the building was 22'feet high, but there is a gable, which is 43'feet high and the <br />dimensions are taken from the highest point. He fiirther suggested the gable was the only portion of the <br />building that would not meet the height code. He suggested that the owners originally wanted the facility <br />to be three stories, but decided to make it two stories. The new facility ended up with an overage of <br />parking spaces. The additional parking spaces could be eliminated and the building moved to the west; <br />which would eliminate the west variance needed, as the same person owns both lots. NLr. Hreha <br />questioned if the access drives would need to widen, for safety vehicles. NIr. Rymarczyk indicated the <br />board could request the safety department review the plans. Mr. Koeth asked the clerk to have the safety <br />departrnent review the site for safety vehicle accessibility. Mr. Koeth asked Mr. Rymarczyk to review the <br />lot coverage. Mr. Rymarczyk indicated the current plans were off by 1.2 percent, 25 % is the maYimum <br />allowed, and the plans show 26.2%. Mr. Koeth asked Mr. Suhayda to review the structure of the <br />building itself. Mr. Suhayda indicated the building would be totally non-combustible, constructed of steel <br />joists and concrete floors. The exterior materials will be fiberglass shingles class A fire rated, and <br />aluminum siding. Brick will be used from the windowsills down to tlie grade, which would be <br />approximately 2.5' feet. There will be a metal canopy at the entrance, which is in the center of the <br />building, asphalt paved parking lot area and landscaping plans. Mrs. O'Rourke questioned if the ex-terior <br />of the new facility would match the exterior of the existing building. Mr. Suhayda indicated the new <br />facility would not match the eYisting facility, as the nursing home was all brick. The new facility will <br />have aluminum siding, a sloped roof with green fiberglass shingles. The goal of this project is to make the <br />new facility have the appearance of a two story residential home, not a nursing home. Mr. Koeth <br />questioned how far up the building the brick would extend. Mr. Suhayda indicated the brick would <br />extend from grade to the bottom of the window seals. It will act as a brick belt, which will go around the <br />entire perimeter of the building. Mrs. 0'Rourke suggested there was not enough green space and was not <br />sure what was required by code. Mr. Suhayda suggested the dinning area, which is located in the rear of <br />the building would include a park-like wooded area. The wooded area would include a landscaped area, <br />picnic tables, lounge chairs, and possibly a gazebo. Mr. Koeth questioned what the size of the picnic area <br />would be. Mr. Suhayda suggested it would be 32'feet x 50'feet. He also suggested the green space <br />could be expanded, by eliminating the extra parking. Mrs. 0'Rourke questioned if the woods to the north <br />would be remaining. Mr. Suhayda indicated the woods would remain untouched and indicated the church <br />owned park of the wooded area. Mrs. O'Rourke questioned if the drainage would be affected in the front <br />of the facility and if there was presently a creek or retention basin to handle the drainage. W. Kall <br />indicated there was an eYisting retention basin that serviced the existing nursing home. He suggested it <br />would be converted to a,n underground system and that the developer was currently working with <br />Assistant City Engineer, D. McDermott. Mr. McDermott indicated the drainage issue would not be <br />approved until everything is brought to code. He suggested the current drainage system was based on a <br />1994 code that would have to be updated to today's codes. Mr. Koeth questioned what the expected <br />occupancy would be for the new facility. Mr. Suhayda indicated there would be approximately 39 to 40 <br />people living in the new facility. Mr. Koeth suggested that the suites were only designed to accommodate <br />one person. Mr. Suhayda acknowledged that Mr. Koeth was correct. Mr. Spalding asked what size staff <br />2
