ROLL CALL: R. Tallon called the meeting, to order at 7:30 p.m. <br />PRESENT: Chairman, R. Tallon, Commissioners, T. Hreha, R. Koeth, T. Brennan, K. O'Rourke, <br />and S. Asseff. <br />ALSO PRESENT: Assistant Law Director, Dubelko, Engineer Commissioner, P. Deichmann, <br />Assistant Building Commissioner, T. Rymarczyk and Clerk of Commissions, D. Rote. <br />II. REVIEW AND CORRECTION OF MINUTES: R. Tallon motioned to approve the minutes of February <br />9, 1999 Plaruung Commission meeting. The motion was seconded by, K. O'Rourke and unanimously <br />approved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />1). North Olmsted Evangelical Friends Church_ 5665 Great Northern Boulevard: <br />Proposal consists of adding addition to the existing building, a family life center, expansion of sanctuary, new <br />classrooms and offices. Heard by Planning Comiriission on 1/12/99, the Board of Zoning Appeals board on <br />2/4/99, and the Arclutectural Review Board 2/17/99. <br />Chairnlan R. Tallon Called all interested parties forward and asked to be updated on the changes that had <br />been made to the church proposal. Mr. Shirkey, the construction manager reviewed that the lighting had <br />changed to "a lantern" type lighting, which will be 15'feet high. A landscape arclutect prepared a landscape <br />plan for the Architectural Review Board, which incorporates the City Foresters recommendations. On the <br />north side of lot mounds and landscaping will be placed around the entire parking lot addition. A new <br />landscape plan is being drawn as per the Architectural Review Boards recommendations. The mechanical <br />equipment will be on the ground and a stockade type fence will be placed around them. The ditch on the <br />south side of the lot will remain as it eYists now. A Civil Engineer has begun designing the drainage plans for <br />the site, and has been in touch with the Engineering department to make sure all their requirements are met. <br />The intent for the site is to place a retention system in the new parking lot that will comply with what is <br />required by the City. Mr. Tallon questianed if the back East Side addition would have windows. Mr. <br />Shirkey indicated no; the back walls are solid. The mounding along the back east side was mentioned at the <br />last Plamling Commission meeting. The residents indicated 3'foot motmds would not deflect the headlights of <br />the cars. Mr. Shirkey asked how high the mounds could be. Mr. Tallon suggested the mounding should be <br />4'feet lugh to shield car headlights. Mr. Shirkey suggested it would be added to the Landscaping plan that <br />will be subnutted to the Building department for Mr. Zerggott's approval. Mr. Tallon asked Mr. Shirlcey to <br />review what the Architectural Review Board suggested. Mr. Shirkey indicated their landscaper changed the <br />trees to put in a variety, which the Architectural Review Board asked for. Mr. Brennan lsked about the <br />mounding that would be placed along Great Northern Blvd. Mr. Slurkey reviewed that there was a natural <br />grade that goes downhill, which they will contimie to follow with mounds. Mr. Brennan asked if the mounds <br />would block the view of people coming and going from the church. Mr. Shirkey indicated he didn't feel it <br />would block traffic view. Mr. Brennan asked were the oak tree the forester indicated he wanted to remain. <br />Mr. Shirlcey suggested they have eliminated three parking spaces for tlie tree, as well as removed the <br />proposed southeast parking addition, as the forester requested. Mr. Brennan suggested a neighbor indicated a <br />noise problem in the parking lot at night, how will it be addressed. Mr. Shirkey suggested the basketball <br />hoop will be removed from the parking lot and signs can be put in place to keep out. Mr. Brennan asked <br />about the sound proofing of the gym. Mr. Shirkey indicated the walls would be well insulated and no
