windows rvill be on that side of the building. There will also be classrooms belund the gym. The
Architectural Review Board recommended the chimes be placed in the steeple when moved forward. Mr.
Shirkey asked the board if they prefened, metal halide lighting or high-pressure sodium lights. The church is
presently using high-pressure sodium lights, and would like to continue using them to keep the lights uniform.
Mr. Asseff suggested the metal halide lights would give a better quality of light, especially at nighttime and is
easier on the eyes. Mr. Shirkey suggested they typically use metal halide, but was not sure. 1VIr. Brennan
suggested metal halide lights were brighter and the residents behind the church need to be buffered from the
lights. He would prefer the soditun lights with frosted glass. Mr. Tallon indicated the board wants to make
sure the lights are a defiised, not a harsh light. Mr. Shirkey asked if they could continue what is presently
being used now. Mr. Brennan asked to be shown on site plan were the lights would be placed. Mr. Shirkey
reviewed the location of the lights with the board members. Mr. Tallon asked what size bulbs would be used.
Mr. Shirkey indicated 250-watt bulbs would be used, with a spacing of poles to be about 60'feet apart. They
will have a 1' foot candle of lighting. Mr. Asseff asked if the bulbs would be 250 watt with either halide
ligliting or sodium. Mr. Tallon instructed Mr. Shirl<ey that the lighting would have to be zero at the lot line.
Mr. Shirkey suggested they could black out the back of the lights. Mr. Tallon suggested having the photo
metrics rep make sure the light is zero at the property line. Mr. Rymarczyk asked for a set of plans showing
the lights location. Mr. Slurkey submitted a set of liglrt plans showing lighting, retention, landscape plan, and
the mechanical enclosures with stockade fences. Mr. Tallon asked if the air conditioning units were self-
contained and acoustically sotmd. They have to be no more thaal 55 decibels at the lot line. Mr. Shirkey
suggested they would make sure that it would not be more than 55 decibels. Mr. Tallon suggested using
vibration pads tuider the air conditioners. Mr. Shirkey indicated the units themselves have internal vibration
isolators and are quite units. Mr. Shirkey asked if they are required to ptrt curbs along the eYisting parku7g
lots as well as the new. Mr. Rymarczyk indicated the owner is only required to curb the new parking lot.
Mr. Tallon strongly suggested curbuig the existing parking lot also. Mr. Shirkey suggested they would try.
Mr. Tallon indicated the enguieeruig department had stated " 1) No connection to the Carey Lane storm
sewer would be permitted. 2) A series of yard drains along the residential side of the landscape inounds
would be required to prevent any pounding on residents' properties and to accept the runo£f from the east side
of the mounds. It would be pennitted for this drainage system, since it would provide substantial benefit to
the residents and would drain a relatively small area, to discharge into the ditch at the sotrth end of the church
property. 3) The maui drainage system for the church property, including the inain retention system, would
discharge into the new 36' diameter storm sewer flowing south on Great Northern Boulevard. This is the
new sewer, wluch flows down Butternut Ridge Road and Coluinbia Road. If necessary, the church retention
could be installed lower than this sewer and pump up into it. Mr. Tallon asked if there was any audience
members who had questions to come fonvard. Mr. Lavelle asked were the sanitary sewer line would be tied
into. Mr. Shirkey suggested the eYisting sanitary sewer line nins out the back of the church to Carey Lane,
and their intention is to tie the new luies into that. Mr. Lavelle asked if there were any fiiture plans to nin a
back entrance to the church on Carey Lane. Mr. Deichmann indicated the churches 6" inch connection will
tie into the Carey Lane sewer line which is an 8"inch line. The eYisting line is big enough is to handle the
churches sewer line. There will be an increase flow but the line will be able to handle the increase. Mr.
Lavelle indicated the residents present were at the Board of Zoning Appeals meeting and they felt that the
Planning Corrunission handled the current proposal better then the Board of Zoning Appeals. Mr. Shirkey
asked if the family life center classrooms could have windows. Mr. Tallon suggested windows in the
classrooms would be acceptable, but windows could not be placed in the music room. Mr. Brennan asked if
there would be any type of lighting on the back of the building. Mr. Shirkey reviewed that at the rear
entrances there would be small colonial lamps placed. Mr. Tallon indicated so long as it is a down light used.
Mr. Shirkey suggested they could put a soffit light in place. No further questions were asked.
R. Tallon motioned to elcept North Oknsted Evangelical Friends Church of 5665 Great Northern Boulevard
proposal consists of adding an addition to the existing building, a family life center, eYpansion of the
