ROLL CALL: <br />Chairman, R. Tallon called the meeting to order at 7:45 p.m. <br />PRESENT: Chairman, R. Tallon, Commissioners, K. O'Rourke, S. Asseff, T. Brennan, and W. Spalding <br />ALSO PRESENT: Asst. Law Director, J. Dueblko, City Engineer, P. Deichmann, Asst. Building <br />Commissioner, T. Rymarczyk, And Clerk of Commissions, D. Rote <br />ABSENT: R. Koeth <br />II. REVIEW AND CORRECTION OF MINUTES: R. Tallon moved to except the December 8, 1998 minutes <br />as written. The motion was seconded by K. 0'Rourke, and Unanimously approved. <br />III. BUILDING DEPARTMENT REQUESTS: <br />A) Norwalk Fumiture: 25313 Lorain Road: <br />Proposal consists of renovation of the eYterior and interior tenant space in existing shopping center. <br />Note: This presentation was modified from what was heard by Planuing Commission on <br />8 December 1998, therefore it has been returned to Planning Corrunission for comments. Note: Under the <br />current submittal Logo's will not be added to the canopies therefore a variance will not be required. <br />Chairman Tallon reviewed Norwalk Furniture's request and called all interested parties forward to present <br />their proposal. Mr. Schill the architect for Norwalk Furniture indicated since the last time he was before <br />the board there had been some small modifications to the proposal. The covered portago was removed, to <br />eliminate going to the Board of Zoning Appeals for variances. The pediment above the front entrance is <br />smaller and was changed to be flush with the building. The Architectural Review Board indicated they <br />preferred the original plans and didn't feel the new plans were substantial enough. They also felt that <br />painting or staining the brick on the side of the building would not work. The Architectural Review Board <br />fi?rther recommended that the east side of the building as well as the back of the building not be painted. <br />They asked that we wrap some of the drivit around the side of the building to make the north east corner of <br />the building have a more pleasing design. The latest proposal spreads the pediment out over the entrance <br />between the two pilasters, and raises it up a little to highlight the entrance. The plans also show that we <br />have wrapped the drivit around the side of the building as well as returned an awning to the east side of the <br />building to blend the look. On the agenda it indicates that the logo's will not be placed on the awnings but <br />it is our intention to have logos on the awning, and the Architectural Review Board indicated they preferred <br />to see the logo's in place. Ms. O'Rourke asked what color the side of the building would be. Mr. Schill <br />indicated the back east side of the building would remain the brick color it is; and the north east corner <br />would match the same gray that is on the front of the building. We will also be placing scroll lines in the <br />drivit to imply there are windows on the corner. Mr. Tallon asked if the awnings were still back lit. Mr. <br />Schill suggested they were still back lit but the lights will be angled down at the sidewalks, behind the black <br />awnings that are not translucent. Mr. Tallon questioned Mr. Rymarczyk as to what square footage size <br />Norwalk signs package is allowed. Mr. Rymarczyk indicated they are allowed 75' square feet total and <br />believes what is showing on the drawings comes out to 72' square feet. Mr. Tallon asked what the square <br />footage would be with the logos. Mr. Rymarczyk suggested eight logos 12" by 12" would require a 4" or <br />5" foot variance. Mr. Tallon indicated they would need to go before the Board of Zoning Appeals for the <br />variance. Mr. Schill indicated Norwalk was aware they would have to go before the Board of Zoning <br />Appeals, but believed they could start the front elevation and understood if the variance was not allowed <br />then they would just use all black awnings. Mr. Tallon asked if there was a canopy over the front entrance. <br />Mr. Schill indicated it is not a covered entrance the awning will just extend out 3' feet. Mr. Tallon <br />questioned if there was a set of drawings showing the lighting tumed down. Mr. Rymarczyk indicated the <br />drawings that were submitted show the lighting as being up lights. Mr. Sclull asked if Mr. Rymarczyk still <br />had the drawings from the sign company. Mr. Rymarczyk suggested he did, and they show the lights as <br />slvnuing up-ward not down. Mr. Schill indicated they will be turned down-ward. Mr. Tallon suggested
