<br />E) North Olmsted Evangelical Friends Church: 5665 Great Northern Boulevard: <br />Proposal consists of adding addition to the eYisting building, a family life center, expansion of sancti.iary, <br />new classrooms and offices. Note Variances will be required. <br />Chairman Tallon reviewed North Olmsted Evangelical Friends Church's request and called all interested <br />parties forward to present their proposal. Mr. Shirkey, Pastor Schultz , Mr. Sheffield came forvvard to <br />present their proposal. Mr. Shirkey suggested the church would like to pull the front facade of the sanctuary <br />forward enabling them to eYpand the sanctuary. There will be a new narthex to the front of the building, <br />relocating the existing porch closer to the street. This will enable the church to have circulation around their <br />sanctuary that will lead to a new family life center . The family life center will have a kitchen, music room, <br />counseling room, storage room, and restrooms. The addition to the south east of the building will house <br />classrooms, reception area, and the senior Pastors office. The site is 1500' feet long but is very narrow. <br />The parking area now facing Great Northern Blvd. currently has a 20' foot setback from the property line. <br />The church is asking to be allowed to come within 13' feet of the property line to maintain the front parking. <br />An entrance has been added to the proposed northern addition to accommodate the parking lot being 400' <br />feet away from the church. The church would also like to add 7 additional parking spaces to the existing <br />south east parking area. There are random length fences placed along the back property line as well as a <br />continuous mounding. By code the rear setback is to be 75' feet, currently the back of the building is set at <br />50' feet from the rear of the site. The church is asking for a 13' foot rear yard variance. The rear mounding <br />will be continued as well as white pines added to the mounding to buffer the surrounding neighbors, as well <br />as landscaped islands in the parking lot which will include white pine trees. The lighting for the parking lot <br />area will be high pressure sodium as required, and stand 25' feet high. The e,cisting sign will remain in <br />place, but the church would like to raise the sign up about 5' or 6' feet. The reason for raising the ground <br />sign is to be able to still see the sign from the road if cars are parked next to it. Mr. Tallon asked how high <br />the family life center stood. Mr. Shirkey suggested it stands 28' feet from the ridge to grade. The family <br />life center rvill also serve as an athletic programs department. Mr. Tallon question if the front parking lot <br />was sunken down-word from the main road. Mr. Shirkey indicated Mr. Tallon was correct the southern 3ra <br />of the sites topography drops off. Mr. Tallon suggested the landscaping along the front proposed parking be <br />very heavy. He would also like to know what would be along the back of the building. Mr. Shirkey <br />reviewed that their is existing mounding and white pine trees would be added. Mr. Brennan voiced he is <br />concerned with the proposed mounding on the south east corner of the lot, as the road behind the church is <br />called Allendale Drive and they have had some serious flooding, introducing additional mounding makes him <br />concerned as to what that might do to the e;cisting flooding problem on Allendale Drive. He is a.lso <br />concerned about what the developers are going to do to protect the residents from noise that live behind the <br />proposed additions. Mr. Shirkey indicated he is working tivith the Engineering Department to develop a <br />retention plan to take care of the water. Mr. Brennan suggested a masonry wall be placed atop the <br />mounding. Mr. Shirkey suggested he prefened trees as it was softer, and asked why a wall. Mr. Brennan <br />sugaested Evangelical Friends Church hosted a lot of community functions which generate a lot of noise in <br />their parking lot. Pastor Schultz suggested there would be no windows on the east side of the additions and <br />that would buffer the noise. Mr. Shirkey added that all the activities would take place indoors. Mr. Tallon <br />questioned how close the church is to the residents on Allendale Dr.. Mr. Shirkey suggested he was not <br />sure, and as the residents front on Allendale Dr. he believes there is about 150' feet to the residents. It is <br />Mr. Shirkeys opinion that a 5' foot mounding with white pine trees every 6'feet would buffer the noise. Mr. <br />Asseff asked Mr. Deichmann what was causing the flooding in the area. Mr. Deichmann indicated that the <br />storm sewer system that went through that subdivision from this ditch along the church property was about <br />a 24" inch pipe, the pipe under Great Northern Blvd. was about 4' to 6' foot in diameter and there was more <br />water coming under Great Northern Blvd. then what the subdivision could handle. Recently the Engineering <br />Department constructed a relief sewer that picked up the storm sewer under Great Northern Blvd. and a weir <br />was put in place to direct most of the flow into the new relief sewer. There is just enough to go through the <br />eYisting ditch to keep it as a functional channel. The relief sewer runs from Great Northern Blvd. down to <br />Butternut then to Columbia were it rejoined the outlet sewer were the-diameter of the pipe is a sufficient size, <br />and empties into the valley. Mr. Asseff questioned if placing mounding along the east side of the property <br />would be sufficient. Mr. Deichmann suggested they could put in perforated drains as an eYample. Water <br />6
