? <br />Tower Square put mounding between the back of their lot and the apartments behind them and there is a <br />series of small yard drains along the property line which is intercepting any flow of water from the mound, <br />and is helping to drain soine of the residents rear yards which were wet before the drains were put in place. <br />So the same thing can be done along these mounds behind the church. Mr. Tallon reviewed that with the <br />extra dirt from the parking lot you can place mounding the entire east length of the lot. The problem that we <br />want to avoid is the mounding killing the eYisting trees, so we will ask the forester to take a look at the site. <br />The Commissioners want the mounding, but need to make sure it is feasible. Mr. Shirkey indicated the <br />church would get a landscape architect involved and build some wells or something. Mr. Tallon questioned <br />how much fencing is along the east side of the lot. IV1r. Shirkey suggested he thought the fence was <br />continuous along the east side of the lot until the last house in the corner which has no fence. Mr. Tallon <br />questioned what type of sound proofing would be used on the new additions. Mr. Shirkey suggested an <br />acoustical consultant is called in to design an acoustical block to keep the sound controlled. The walls will <br />be 2'x 6' with full thick fiberglass insulation drywall inside, and a thermax insulation on the outside, a <br />cavity then 4" inch brick veneer, which will give you a 12" inch wall. Mr. Brennan questioned the location <br />of the trash dumpster, and the Iighting in the parking lot. The corrunissioners would like to shield the <br />residents from any nuisance lighting. Mr. Shirkey indicated there would be shoe box lighting, with down <br />lights. Mr. Brennan asked if it is flat lens and nothing below the fixture. Mr. Shirkey suggested he was <br />conect. Mr. Tallon questioned how many night activities would the church have and how late they would <br />be. Pastor Schultz suggested there axe community groups that come in and they stay from 7:00 p.m. and <br />they usually don't stay past 9:00 p.m. ifthey do it is very rare. Mr. Tallon would like to see bollard lighting <br />or sinall stanchion light poles or lower colonial light fixture any architectural lighting that softens the effects <br />of the lighting, which will soften the blow to the neighbors. Mr. Shirkey agreed that architectural lighting <br />would be better. Mr. Brennan is concerned with the location of the trash enclosure, and the noise that will <br />be heard when it is being picked up. Mr. Tallon suggested moving the trash enclosure, to the north east <br />corner of the new addition, which would be closer to your kitchen. Mr. Shirkey suggested they would make <br />the trash enclosure brick and the doors board on board painted colonial white to match the rest of the <br />building. Mr. Rymarczyk questioned the raising of the eYisting sign, and suggested if the sign is raised a <br />variance would be needed. If the Commissioners refer this case to the Architectural Review Board they will <br />have to have their landscaping design prior to the meeting. Mr. Shirkey indicated he would like to wait until <br />the February Architectural Review Board meeting. Mr. Rymarczyk suggested if the sign package was <br />submitted by the 20`!' of January it could be included with their other variance requests. Mr. Tallon asked if <br />any audience members had questions. Mr. Cooley a concerned neighbor suggested the church is a very good <br />neighbor, but the neighborhood kids play in their parking lot in the evenings and he would like to see a fence <br />put up to buffer the noise. Mr. Deichmann indicated if a fence were put in place it would be better to have <br />the fence closer to the parking lot then the ditch as the City has had to do work on the existing ditch, and <br />would need access. Mr. Zbin indicated the homes are only 30' feet back from the fence along the east side <br />of the property. Hr. Zbin questioned were the air conditioning units would be located. 1Vrr. Shirkey <br />suggested a couple of the units would be placed in the front of the building, as well as the back, and the air <br />conditioning for the sanctuary will be placed either on the roof or along the back of the building. Mr. Tallon <br />indicated the Comrriissioners would like for you to go back to the drawing board and implement all the <br />recommendations they have made tonight. This case will go to the Architecti.iral Review Board February <br />17, 1999, and to the Board of Zoning Appeals meeting February 4, 1999. <br />R. Tallon motioned to recommend to the Board of Zoning Appeals to allow the variance for 50' foot <br />setback, on the east side of building which is a 25' foot variance and to allow the parking in the front <br />setback based on the fact that it fronts on Great Northern Blvd. also to allow the 7' foot into the front <br />setback with the addition of heavy landscaping to be added to help shield the cars from view. The sign be <br />gra.nted approximately a 6' foot variance in height to raise it up to 10'feet so it can be seen from Great <br />Northern Blvd. due to the dip in the topography.
