On the south backside of the building there will be a gymnasium constructed entirely out of split face masonry units, again the first three feet will be chestnut brown the ? <br />remainder of the wall will be sandstone brown. The mechanical room, which is located in the <br />same area, will also be entirely masonry and house the air conditioning units. The first three feet <br />will be chestnut brown, from there the masonry changes to a sandstone color, which will <br />continue until it comes in line with the windows of the gym. In the areas aligned with the <br />windows the masonry will change to an 8x8 checkered board pattern. The checkered board <br />color pattern wil] be chestnut and sandstone brown. The windows located on the gymnasium <br />will be 8x3 glass block units. The mechanical room will have aluminum louvers which will be <br />painted to match the sandstone brown masonr_y. ti1r. Grassa asked if there were any questions. <br />Mr. Yager inquired as to what type of lighting would be used. Mr. Grassa suggested that the <br />Planning Commission indicated that they would prefer a 12-foot residential type lighting fixture <br />be used. As the engineers are currently working on implementing the 12-foot light fixture <br />calculations, he was unable to show samples of the lights that would be used. He indicated that <br />he would have the light fixture sample and location of the lights for the next Planning <br />Coininission meeting. Mr. Yager questioned if the landscaping plans were included in the site <br />plans. Mr. Grassa indicated that he received a copy of the Fire Chiefs recommendations. Based <br />on the requirements that the Fire department indicated, the island located at the inside southwest <br />corner of the parking lot will be removed to accommodate the turns that are needed for the fire <br />trucks. The proposed tree would be placed up onto the lawn. Mr. Yager questioned what the <br />age range of the children who attend Horizons would be, Ms. Smith commented that the <br />children's ages would range from 18months to 12years old. There would also be stage <br />productions that take place in the evenings and there would be a mix of age ranges for those. <br />Performances could run from 7:00pin to 11:OOpm depending on the performance. Mr. Yager <br />inquired if Horizons put on holiday shows. Ms. Smith indicated that the children -have their <br />performances usually in the daytime hours. There will be evening recitals, which is the reason <br />there are so many entrances. Mr. Yager questioned how much time the children would spend ? <br />outdoors in the play areas. Ms. Smith indicated that the school age children didn't spend as <br />much time outside as the other children would, as they go on field trips or only come after <br />school throughout the school year. Mr. Liggett suagested he liked the mixture of colors. Mrs. <br />Schulz suagested that with the size of the lot the landscaping look to be insufficient. Mr. Yager <br />indicated that most applicants' use landscaping as a buffer for their neighbors, the proposed <br />landscaping doesn't imply there would be any type of buffering. 1VIr. Grassa indicated that <br />presently the lot is asphalt with an 8'ft fence around it, which will remain to act as a shield for <br />the nei?hbors. To the south of the building there are apartment garages. Along the front entry <br />way there is a brick building. On the fare East Side lot there is an existing electrical substation <br />that they would like to buffer from view. There will be a mound designed and heavily <br />landscaped. Mr. Yager questioned how long Horizons had existed. Ms. Smith indicated that <br />Horizons had been actively open since 1978, and was presently located at the North Olmsted <br />Chestnut school. Mr. Grassa indicated that Horizons has to be out of the Chestnut school by <br />June of 20000. Mrs. Schulz asked how many children could the proposed building <br />accommodate. Mr. Grassa indicated that the proposed building could accommodate 250 <br />children at a time. Mr. Yager questioned where the vans that Horizons owned would be kept <br />and how they would be used. Mr. Grassa indicated that the vans would be parked in the back <br />secondary lots. Ms. Smith indicated that the vans would make two or three runs a day, as the <br />vans take children to and from school. NIr. Grassa indicated there had been a question, <br />regarding if children were just dropped off, and that would never be the case as the children are <br />of ages in which they are escorted into the facility. Mrs. Schulz indicated that she liked the <br />materials that had been chosen for the facility. Mr. Yager sujaested he was surprised that the <br />building was a daycare center, as the appearance of the building looked more like a nursing <br />2
