He believes the children <br />would like a building that would be more colorful and incorporate change of textures on the <br />building. He suggested that the gymnasium might not need to be so high as the age of the <br />children was such that, that height of agym was not needed. He further questioned if the <br />owners really wanted to project a nursing home type appearance. The parking lot could be <br />better served if the buildinc, was angled more towards Brendan lane. There would be more <br />room for play areas and better access for the Fire trucks. The current play areas don't allow for <br />a fire truck to have access to the building or turning around. If the building were rotated on the <br />site it would better serve the vans and Fire trucks. He commented that the program was nice <br />and that the materials chosen are durable, and rugged, but he would like to request the building <br />be all masonry. The masonry blocks could be a smaller size to help the building look more child <br />like, as the proposed size masonry is used more on large scaled buildings. The same material <br />could be used just a different size. You may want to ask yourself, will the environment enliven <br />a child. Will a six-year-old be able to recognize his/her room once he walks out of the play <br />area? Are the door colors different are there a certain look to one area from another this type of <br />thing can be reviewed. Ms. Smith suggested that within the building each of the teachers would <br />set up their own classroom areas, as well as playgrounds. She likes the look of the vinyl on the <br />building as it is situated between commercial and residential buildings and helps blend the <br />building into the neighborhood. Mrs. Schulz suggested the appearance of the structure is nice <br />and mature, but doesn't look like it caters to children. Mr. Yager suggested looking at architect <br />books to review other daycare centers and how they have been designed, as there are a lot of <br />themes to loolc at. He suggested that Horizons plans on being around for years to come and as <br />this facility is to serve children you would be better served to take your time. He understands <br />that there is a time cninch, but feels more thought should go into the design of the building. <br />Mrs. Schulz indicated she thought rotating the building would help serve the van parking spaces <br />and better serve the fire trucks. NIr. Liggett asreed with Mr. Yager and suggested a lot of <br />things could be done, the entranceways could have something done with the masses to add <br />playfulness and to give the building a more active look. The entryways look more like Wagners <br />Inn then a daycare. Regarding turning the building a little, it could be done, but he wouldn't <br />want to see the play area sizes reduced. He likes the way the drive brings the cars around the <br />building. Mr. Grassa indicated that what he understood the Fire Chief to be requesting was a <br />driveway down the entire length of the south side of the building with a turnaround at the end of <br />the drive. He indicated that no matter how the building is positioned on the lot one side of the <br />building would end up all asphalt. Mr. Yager questioned if Mr. Grassa was familiar with a type <br />.. . of stone which allows arass to grow threw it, thereby having the support that is needed in the <br />winter months for the weight of the tnicks. He suggested that the Fire Chief was indicating that <br />the developer must provide life safety availability, which makes sense. The Fire Chief is not <br />tellin? you how to achieve the availability, he is just telling you the developer what the issues are <br />and asking you to solve them. Mr. Grassa indicated that if the south parking lot was just <br />extended to the end of the building, with a turnaround at the end, he thinks the Fire Chiefs <br />concerns would be met. Mrs. Schulz questioned if the entrance drive on Brendan Lane would <br />remain. Mr. Grassa reviewed that at the Planning Commission meeting the board members <br />were adamant about closing the Brendan Lane entrance. They were concerned about the <br />daycare becoming a cut through for traffic. Mr. Yager commented that he would like to know <br />what the developer thought of the comments that the board had made. Mr. Grassa indicated <br />that he had been working with Horizons and trying to blend them into the neighborhood. They <br />have tried to develop an esthetically pleasing building, they are dealing with a short time factor <br />and Horizons is under financial restraints. Mr. Grassa believes that as the developer, they have <br />chosen the best materials and designs to fit within their client's needs. He indicated that the <br />3
