?

.1
Kitchen, music room, and rest rooms will be added to the north side of the sanctuary. Mr. Shirkey
suggested he has tried to keep everything evolving off of the sanctuary so that from the sanctuary people
can access the offices as well as the mirsery, and classrooms. Discussion had been given to building a new
sanctuary. It was decided that since the existing front of the building was scheduled for eYpansion the
additions could be subdued. The idea of the building is to maintain or continue what is presently there.
Looking at the front west elevation the family life centers roof is a little higher then the sanctuary, but as
flat roof modules will be used on the front, as well as putting a widows walk across the modules it will
accentuate the front of the building. The steeple will be moved forward, and the shingles on the roof were
just replaced two years ago, so basically the idea is to continue the existing materials. The goal is to make
the additions look as though they have always been a part of the structure. The north parking lot will serve
the new addition. A laudscape architect was used to prepare the landscaping design. The church will try to
preserve as much of the ezisting landscaping as possible. The forester has recommended a screening with
l.uidscaping be used instead of mounds. The church would like to use motuiding alono, the north addition as
??-ell as the parking lot to screen the neighbors. The idea is to bring the mounding all the way across the
fi-ont west elevation along Great Northern Blvd.. The south entrance has a natural berm from the entrance
so that natural berm will be continued across the front. Mr. Yager indicated he felt it was a very nice
proposal and the architect had solved a lot of the Planning Commissions concerns. However the
landscaped islands on the interior parking lot, which could be used for protecting cars backing up, could be
removed and the landscaping could be used along Great Northern Blvd.. Removing the islands could save
the church money, as well as eliminate problems during snowplowing; or cleaning of the parking lot. Mr.
Yager aslced if the new classrooms would be used for a daycare. Mr. Shirkey suggested they would be
used for Sunday school as the daycare area already eiists. Mr. Yager indicated he had questioned the
daycare issue because having a daycare requires the church to have a certain percentage of eYterior green
space, which looks like the church may have at the fare north end of the site. Mr. Yager suggested in the
? Planning Commission meeting it was indicated that there could be a couple of air conditioning units in the
front as well as the back, aiid asked Mr. Shirkey to review on the site plan were they would be placed. Mr.
Shirkey suggested 2 air conditioning units would be placed on the ground in front of the building on either
side of the new addition, which will have a stockade type fence around them. Mr. Yager suggested the
Forester mapped out a good program for the church to follow. Mr. Zergott asked if the church eliminated
the 7 parking spaces the forester requested. Mr. Shirkey indicated the 7 parking spaces were removed as
well as 3 spaces in the front to maintain the e,cisting oak tree. He also relocated the dumpster to the north
east corner of the new addition. Mr. Zergott suggested the forester recommended that a miYture of trees
should be used, not just white pine. He further stated he agreed with the forester. Mr. Zergott suggested a
mixture of red pines or Austrian pines, which would stay dense be used. Mr. Shirkey suggested the
forester's memo was faxed to the landscaper and he would make sure the forester's recommendations were
followed. Councilman, McKay suggested the mounding along the north parking lot should be higher then
3'feet. Mr. Shirkey suggested the church could raise the inounds if it is allowed. Mr. Zergott suggested
working with the City Engineer, but would like to lunit the damage to the trees. To have 3'foot mounds in
place and then to just place 5'foot mounds that taper down needs to be looked at very carefully. If the
mounds are not properly done it is just an eye sore. They usually don't work and he would like to see the
foresters recommendations followed. Mr. Shirkey suggested the lighting that was recommended by the
Pla.nning Coirunission would be used. The height of the lights is 15'feet with a 60' foot radius, so the
islands in the parking lot are needed to add height to the lights. Mr. Zergott suggested the islands could be
used, but he would like to see trees used instead of shrubs. Mr. Shirkey suggested 20 lights would be used.
Mr. Liggett asked if tllought had been given to other types of lights. Mr. Shirkey suggested he would like
to maintain the continuity. Mr. Yager suggested his recommendation to remove the islands were from a
maintena.nce sta.ndpoint oiily. Mr. Shirkey reviewed that the new additions would match the elisting
• materials on the eYisting church. Mr. Allan suggested concerns he had, had been answered and indicated
the architect did a good job. Mr. Yager asked if the sirens or chimes on top of the front gable would be
3
