Gomersall asked if the resident's present were familiar with what the church was requesting, or were they
present do to the notification. The residents were not familiar with the proposal. Mr. Gomersall asked
Mr. Shirkey to review the proposal. Mr. Shirkey the architect indicated, the front parapet would be
extend to increase the entrance of the sanctuary. The existing front parking lot will be moved forward as
well as adding additional parking to the south east side of the building. The sanctuary will be increased
by 1/3 rd in capacity. The church will be adding a gymnasium, a kitchen, and a couple of classrooms to
the existing nordi side of the church. On the south east corner of the building a few classrooms will be
added as well as a few administration offices. A new parking area will be added north of the new addition.
A landscaper has redesigned the landscaping for the entire site. The forester has recommended the
proposed parking spaces in the South east corner of the lot not be added, so the church will not add those
parking spaces. The existing trees and mounding will remain. The church will just add to what is dlere
now to buffer the resideiits from the church. Mrs. Gesser, asked if the parking area on the north side of
the lot was new. Mr. Shirkey answered "yes." Mr. Minadeo questioned if the North parking lot would be
elevated as well as mounds added. Mr. Shirkey suggested only mounds to buffer the lights from the
parking lot. Mr. Minadeo asked how many parking spaces would be in the North parking lot. Mr.
Sliirkey indicated there would be 220 parking spaces, which will replace the existing north end parking
]oc. Mrs. Giesser asked how close the new parking lot would be to the east sideyard. Mr. Shirkey
ivdicated the parking lot would be 20' feet away from the property line, and mounding. Mr. Rech
indicated there was already mounding presently in place. Mr. Shirkey indicated the existing mounding
will continue along the entire east side of the property, and the landscaping will be improved. Mrs.
Gesser questioned the rype of landscaping being used. Mr. Shirkey suggested landscaping would consist
of a verity of trees and shrubs. Mr. Rech suggested 3'foot mounds would not stop head lights. Mr.
Shirkey suggested tliat diey would make the mounds high enough to block the head lights of cars. Mr.
Minadeo suggested he lived behind the northern end of the lot and when there are night functions taking
place the head lights from the cars shine into his home. Mrs. Ballard suggested the steeple on the church
is so high it looks as if it is sticking out of her house, and she has had to get special blinds to block the
lights. Mr. Gomersall indicated he would like the residents to hold their questions until the developer
reviewed the proposal, and the board members asked their questions. Mrs. Ballard indicated that was not
her problem, and asked Mr. Shirkey if the church intended to add a driveway entrance through to Carey
Lane. Mr. Shirkey indicated the church had no intentions of adding a driveway to Carey Lane. Mr.
Shirkey suggested this proposal will greatly improve this area. Mr. Rech asked about water runoff. Mr.
Shirkey suggested drainage would coinply to what the City Engineering department mandates. At this
point the residents Uecame very boisterous and Mr. Gomersall had to call the meeting back to order. Mr.
Gomersall suggested everyone would have a chance to ask their questions, but they would have to be
asked one at a time. An unidentified resident became argumentative with Mr. Gomersall. Mr. Gomersall
indicated he would start to his left, to cal] on each individual resident to ask their question, and asked that
the same question not be repeated by each resident. Mr. Rech suggested variances are requested because
there are certain things that make the land not useful. They are asking for a variance for more parking.
Mr. Gomersall indicated there are many reasons why variances are requested. Mr. Rech suggested that
his earlier statement was one of them. He questioned if the church own all the property to the left side of
the church, then why do they need variances as there is plenty of land on the north side. Mr. Shirkey
uidicated the church is not asking for a parking variance for the north side parking lot addition, as it
conforms to the zoning code. The parkulg variance required is for the front parking only. It is being
requested because, once the sanctuary is extended forward the existing parking lot will be as well. Mr.
Ballard asked what is the square footage of the existing church. Mr. Shirkey indicated the existing
building is 8,155' square feet. Mr. Ballard questioned what the new additions square footage would be.
Mr. Sliirkey suggested it is an additional 14,000' square feet. Mr. Ballard indicated then it will be twice
as big as it is presently. Mr. Shirkey reviewed that the church will be going from 8,000' square feet to
22,000' square feet. Mr. Ballard asked how much land to the North would remain after the project is
complete. Mr. Shirkey suggested there would be 2 acres left. Mr. Ballard questioned what would be done
with the remaining 2 acres. Mr. Shirkey indicated there were no immediate plans for the remaining
acreage. Mr. Ballard suggested there had been talk about selling the land. Mr. Gomersall indicated the
issue of selling the 2 acres is not before this board. Mr. Ballard indicated he had a right to know the
3
