as to were the property line was located. Mr. Suhayda commented that he did not <br />know that yet. Mr. Conway commented that the applicant does not know how far <br />offthe property line the structure would actually be then. Mr. Suhayda suggested <br />that he did not know for sure. The intent is to line up the structure with the <br />existing dominos building. Mr. Conway questioned what the architect's best guess <br />would.be. Mr. Suhayda indicated that they would be approximately lOfeet from <br />the property line. Mr. Conway informed the board members that the variance <br />request would need to be modified to 65feet for front setback. He questioned <br />what the measurement of the.display of vehicles would be. Mr. Suhayda <br />indicated that they too would line up with the buildings. Mr. Conway indicated <br />that the display of vehicles and the structure will need a 65foot variance, for items <br />1, 2, and 3. Mr. Suhayda indicated that was correct. The owners have met with <br />the Landmarks Commission as well as some of the Council members in order to <br />work with the City. Landmark wanted the building closer to the street to match <br />the CVS building that will go across the street. The owners are presenting a <br />historical look to the project although the site is not in the historical district. <br />Councilman Gareau Jr. commented that he met with the owners and the architect <br />around the same_time he was meeting with the CVS architects. Mr. Halleen came <br />to council to'work with the City. Dealing with the variances that axe being <br />requested tonight, and keeping the building close to the road accomplishes two <br />things; the first thing it does is keep some of the show area lirruted. Secondly, it <br />keeps the building in line with what is being done on the CVS site as well as the <br />two historical buildings east of the site. By having the building close to Lorain it <br />keeps any type of sale activity away from the resident district which is to the north <br />of the site. The first proposal had the building in the middle of the lot and the <br />Zoning and Development board asked that it be moved forward. By agreeing to <br />6ring the building forward KIA's ability to have the cars seen along Lorain Road is <br />cut back, but they wanted to work with the City .so they moved it forward. Mr. <br />Hebebrand indicated that he would like to see the back two lots stay residential. A <br />month ago the Planning Commission turned down a plan to rezone the two lots. <br />Mr. Gomersall indicated that the board was not present to address the back two <br />parcels or rezoning, the board can only deal with the variance issues. NIr. Conway <br />indicated that Planning Commission would address rezoning the lots as well as <br />Council. Dr. Smith Dorey believes that looking at the variances and building now <br />is putting the cart before the horse. The rezoning of the lots have not been <br />approved. So why would you address a building that depends on the lots being <br />rezoned? Mr. Halleen is asking for variances and the lots have not been approved. <br />Mr. Gareau commented that the Planning Commission turned down the rezoning <br />and recommended that the Board of Zoning Appeals turn down the variance <br />requests. One of the benefits of the Board of Zoning Appea.ls is complete plans <br />are submitted. When a rezoning by Planning Corrunission takes place there does <br />not have to be detailed plans submitted it's just rezoned that is it. Here every one <br />knows what has been approved by the Board of Zoning Appeals. They can <br />condition it upon either rezoning or a use variance but, that is not before this board <br />at this time. The applicants are restricting themselves to what you see. here <br />tonight. Dr. Smith Dorey indicated that the Dewy residents were getting tired of <br />coming to City Hall about all of this but, that will not stop us. IVIr. Pacsuta <br />12
