., <br />whether it is going to accept a dedication of a public roads. The City does not have to accept a <br />road for dedication simply because that is what the developer needs. He did not believe that the <br />City would be expected to take into consideration that the proposed stub street would be linlcing <br />up with an industrial land abutting it. He suggested that the cart was being placed before the <br />horse as the first issue that should be addressed is what the land just annexed into North Olmsted <br />should be zoned. The City has an obligation to zone this land, it does not have to zone the land as <br />single-family residential that is the decision that needs to be made first. The city has to look at this <br />and make a good planning and zoning decision with respect to the appropriate residential use for <br />this land if in fact residential is the best use. It does not have to be single family it could also be <br />single family cluster, multi-family, the city makes the decision for zoning first, then what will be <br />placed on the land. It is not common that the developer will try to do both at the same time but it <br />is important for the city to keep in mind that the zoning issue needs to be done first. Mr. C"rrendal <br />commented that the city has to make a decision on what should the land be zoned. Mrs. <br />O'Rourke questioned why the property was annexed to North Olmsted. Mr. Dubelko suggested <br />that the owner requested it be annexed. He further, suggested that the owners wanted residential <br />of some type as he recalls from the meetings. Mr. Spalding remarked that the owners also <br />discussed cluster homes. Mr. Grendal suggested that the owners believe that the cluster homes <br />have been drained and they would like to maintain as many trees as possible. We do not believe <br />that the lenbth of the street is a safety issue. Mr. Asseff believes that the Assistant Law Director <br />is correct, the board should address the zoning first then what the applicants want to put on the <br />lot. 1VIr. Puzzittello suggested that the residents in North Ohnsted would like to see us build <br />single family homes. There is also a beautiful wooded area that they would like to keep. If the <br />City wants the woods out then he can do that. If the city wants more units, he will do that. Mrs. <br />O'Rourke questioned if the plans could be zoned A single family residential. Mr. Grendel <br />suggested that they would like to have B single family. The street is still going to be the same <br />size. If the lots are larger then the price has to go up and will eliminate a number of people that <br />would like to live in North Olmsted but will not be able to afford the homes. Ms. Becky, from <br />Hennie Homes, suggested that she talks with customers every day. It is her understanding that <br />the $200,00 price range is what is wanted now. We are asked every day if we have any new <br />homes in North Olmsted in this price range. Mr. Asseff questioned what they had done to <br />research a price range for saying $200,000 is a low price. Mr. Spalding questioned what the <br />homes nearest to the site was zoned. Mr. Hreha suggested that he thought the nearest hoines <br />were zoned A- single family. Mr. Grendel indicated that the nearest homes were zoned planned <br />unit development. Discussion took place regarding the street in cinnainon way and what planned <br />unit development ineant. Mr. Dubelko suggested that the board needs to make two <br />recommendations to council, one is the rezoning of the parcels and the second issue is the <br />subdivision. Mr. Conic, a neighbor, of block B property believed that he should have a right to <br />discuss the proposal. He agreed that block B should stay as green space, because why would <br />anyone want homes to back up to light industry development. His primary concern is the <br />drainage issues in the area. The neighbors want to make sure drainage is not going to be a <br />problem. They are also concerned about an above ground lake. Mr. Spalding questioned what <br />the distance of Block B to the railroad tracks. Mr. Conic believed that the railroad tracks were <br />Iess then a mile from Block B. One of the neighbors thought it would be about 1/4 mile away but <br />not sure. Mr. Koeth indicated that the City's Engineering Department has reviewed that the <br />drainage has to be maintained on the property. The new codes have improved many situation for <br />the residents. As far as the aboveground retention system the board has not inade a decision on <br />that. Mr. Grendel indicated that the applicants would be willing to look at the rezoning issue <br />6
