Cinnamon Lake Subdivision, Preliminarv Plat• <br />The proposal is to subdivide permanent parcel No. 264-07-025 (recently annexed), located south <br />of Cook Road and east of Bronson Road, into forty-four (44) B-Residential sublots and two (Z) <br />Remnant blocks. Note: 1) that Re-Zoning (item No.2, this agenda) is required. 2) This proposal <br />was tabled at the Planning Commission meeting dated October 24, 2000 <br />Chairman Tallon. called all interested parties forward to review their proposal. Mr. Tallon <br />indicated that the board would address issue 1& 2 at the same time. Mr. Zwick, the engineer <br />representing Hennie Homes came forward to review the proposal. He reviewed that the Planning <br />Commission tabled the plan at the last meeting. He indicated that the requests have been <br />submitted by the safety and forest departments as well as the law departments. The proposal is in <br />North Olmsted and located on the south side of Cook road there is not a structure currently on <br />the land. The entrance will be directly south of the cinnamon woods south homes. The land has <br />yet to be zoned for the City of North Olmsted. They would like to request that the zoning be <br />zoned B- Single family use. The name of the proposal is Cinnamon Lake subdivision. Block A is <br />a heavily wooded site and would remain wooded with an above ground retention system or <br />lake/park type appearance. The lots will be 75 feet wide, which meets the B residents zoning <br />requirements. They have worked the drainage issue to make sure as few as possible trees will <br />have to be removed. 1V1r. Tallon questioned if block-B was build-able. Mr. Zwick indicated that <br />the parcel was not developable, as there was wetlands on the property and it could best be used as <br />a buffer from the property to the south. Mr. Hreha questioned why the applicant was requesting <br />to have Block B zoned B single family residential if it will not be developed. Mr. Zwick <br />commented that they where requesting that the entire site be rezoned B single family residential. <br />The City could zone Block B something-other then B-single family residential so that it is not <br />developed. Mr. Tallon questioned what the land was zoned in Olmsted Township. Mr. Zwick <br />suggested that Block B was zoned light industrial in Olmsted Township. Currently the land <br />behind the proposed development is commercial. Mr. Asseff suggest that block B should Ue <br />zoned to protect the land and remain as green space so it is not sold down the road and then it <br />would be developed into light industrial right behind homes. Mr. Spalding questioned what the <br />findings where of the Law Department. Mr. Tallon indicated that the law department believed that <br />the cul-de-sac was not in accordance to our code. Furthermore as the City annexed the land to <br />North Olmsted is should be zoned. Mr. Tallori questioned if City Council had a zoning in mind <br />when the land was annexed to North Olmsted. Mr. Dubelko reviewed what took place to have <br />the property annexed to North Olmsted and indicated that the City needed to zone the land. Mr. <br />Tallon believed that the City had a responsibility to make sure that the land is developed properly. <br />Mr. Dubelko suggested 1W. Tallon was correct and it was a Planning function to try to plan what <br />the future may hold in this area. Mr. Tallon reviewed that the Fire Department had a problem <br />with only one water line into the proposed development. The little proposed side street is not <br />even a street and currently the proposal calls for only one way in and out. Nli-. Tallon suggested <br />developing a 500-foot cul-de-sac and leaving an opening in the back of the cul-de-sac and when <br />enough land has been purchased to develop the rest of it at a later date. Mr. Zwick questioned if <br />there would be a difference if the street was not a public street but private street. Mr. Tallon <br />indicated that that would create a different problem. Mr. Spalding questioned if there was light <br />industry to the east and west. Mr. Zwick indicated that the land to the east and the west was <br />5
