<br />the cars would mainly enter from the front southeast entrance. Most of their custorriers wait for <br />their cars to be finished on the site. Mr. Tallon questioned if both Steak N Shake and Quick <br />Change Oil would share driveways. Mr. Scott indicated that the eastern driveway could be used <br />by both businesses. The employees will park to the back of the lot. The eastern driveway could <br />be an entrance only with a merging pattern. Mr. Tallon questioned if the Quick-Change traffic <br />would have to use the Steak N Shake driveway to get to their building. Mr. Scott indicated that <br />was correct. Mr. Spalding questioned why there was not a driveway for Steak N Shake and one <br />for Quick Change. Mr. Scott suggested that it had been looked at, but the Steak N Shake drive- <br />thru started to back-up the incoming traffic. Mr. Tallon indicated that quite a few mature trees <br />are slated to be removed according to the site plan. Mr. Scott believed only three (3) out five (5) <br />trees would be removed. Mr. Tallon strongly suggested that the building be placed up to the <br />existing green space area and leave the green space as it currently now. He believed that the <br />proposed front parking area would only create a safety hazard. Mr. Allan questioned what the <br />hours of operation would be for the two businesses. Mr. Scott indicated that the Stake N Shake <br />would be open 24 hours a day, with only two days out of the year being closed. The Quick <br />Change he believed was either 9:am to S:pm or 6:pm. Mr. Asseff questioned if a 24 hour <br />business was needed and questioned the amount of customers they would expect in the early <br />hours of the morning. Mr. Scott suggested that it was more of a marketing tool. Customers <br />know we are there 24hours a day. Regarding the issue of the driveway, it is designed so that the <br />flow of customers entering and leaving can be controlled. Mr. Tallon remarked that the current <br />design and layout of the two buildings were not user friendly. There is a 90-degree angle and <br />traffic coming in and out both ways. The handicap patrons will have to dodge the cars that are <br />entering and exiting the site. He strongly suggested moving the Quick Change building to the <br />back east corner of the lot and use a sign in the front of the lot indicating were it is located. Mr. <br />Rymarczyk was questioned as to whether or not the proposal fit the lot size or if any variances <br />would be required. Mr. Rymarczyk indicated that there would be no variances required as the <br />buildings fit the lot size. Mr. Tallon commented that the board wanted the Steak N Shake <br />brought forward to the green space and the Quick Change moved to the back east corner of the <br />lot. Mrs. O'Rourke questioned why the Quick Change was placed were it was on the site. Mr. <br />Scott suggested it was to help keep the cars away from the drive-thru traffic. He indicated that <br />he was uncomfortable speaking for Quick Change. They have suggested that the number of cars <br />per day for their business is quite limited. Mr. Scott commented that the reason they were <br />comfortable with the current ]ayout was that the patrons traveling eastbound could turn in at the <br />light with little or no probleins. They had witnessed that traffic westbound and stopped by the <br />same light backs up the westbound traffic and the eastbound cars can not enter the lots east side <br />driveway. The current traffic layout creates a counter clockwise rotation pattern on the lot. <br />Patrons using the drive-throu can enter the lots west side or East Side driveway. Currently the <br />West Side driveway is an exit only, with the new layout it will be an entrance and exit. W. <br />Tallon remarked that the current layout created havoc on the lot. There is traffic cutting off the <br />drive-thru window cars trying to leave the site. The handicap patrons will have to dodge the <br />traffic traveling both east and west in front of the building. The Quick Change cars trying to <br />enter the lot from the east side driveway will be cut off by the traffic trying to go to the Steak N <br />Shake drive-thru. If the East Side driveway is enter/exit, you will have westbound traffic <br />entering the East Side driveway trying to cross-exiting cars to park in front of the building. Mr. <br />Scott suggested that there is a high visibility for the front of the building and customers will want <br />to park as close as possible to the front door.
