r? <br />entrance a right turn only. A pork-chop curb could be placed at the entrance to make sure the <br />cars go right. That would start the counter clockwise movement of the cars. Mr. Tallon <br />questioned how many lanes would be at the West Side driveway. Mr. Scott indicated that the <br />current site plan was not correct there will be two (2) lanes for exiting cars and 1 lane for cars <br />entering the lot. Mr. Asseff indicated that the applicant would need to submit a new site plan <br />showing the arrows pointing in the right direction and the pork-chop curb that would keep traffic <br />from turning left. Mr. Tallon indicated that the parking spaces in front of the building should be <br />eliininated. The handicap parking should be on the West Side of the building and the existing <br />green space remains as is and maintained. Mr. Scott questioned how many parking spaces would <br />need to be moved. 1VIr. Rymarczyk indicated that there would be 10 parking spaces moved. Mr. <br />Scott suggested that the front-end parking mimicked the neighboring lots around them. The <br />owners did not think the City would have a problem with the new parking layout as it would be <br />the same as the neighbors. Mr. Tallon commented that the only reason the neighbors had front- <br />end parking was because it is a strip center to west of your building and they were both in place <br />before the zoning codes were written. W. Scott indicated that he would need to. speak to the <br />owners of the land about the entrances and the parking. Mr. Tallon indicated that if the applicant <br />could direct the traffic at the west side entrance with an island to keep the cars turning right <br />along the front of the building then a lane could be kept. Move the front parking spaces and <br />leave the area as green space. Mrs. O'Rourke believed that there should be a driving lane on the <br />east side of the Quick Change building thereby eliminating the Quick Changes need to use Steak <br />N Shake as an entrance for their establishment. Mr. Tallon agreed and suggested that the Steak <br />N Shake should be moved to the west some to accommodate a lane on the East Side of Quick <br />Change. Mr. Scott suggested with a 10-foot landscape bed on either side there would not be <br />enough room for the road. Mr. Tallon indicated that there are two buildings being stuffed onto <br />this lot if that is what you are going to do then do it so that it is workable without creating <br />hazards. There are two (2) separate businesses being placed on this one lot and they are not <br />similar in any way shape or form. Mr. Scott was hesitant to put a drive on the East Side of the <br />Quick Change as it would be a tight turn. Mr. Tallon suggested making a cul-de-sac on the back <br />of the property. Mr. Scott indicated that they could do that and questioned if the proposal could <br />have a recommendation for the landscaping to be granted a variance if the lane is added. Mr. <br />Tallon, indicated that the proposal should not require any variances the proposal should fit on the <br />lot. <br />R. Tallon motioned to send Elias Bros. Of 26770 Lorain Rd. which consists of demolishing the <br />existing restaurant and replacing it with a Steak N' Shake Restaurant and Quick Change building <br />to the Architectural Review Board. The board would like the opinion of the City Forester, Safety <br />Department and Traffic Engineer. The board would like the suggestions incorporated into the <br />proposal. Note: Variances will be required for sign package and additional variances may be <br />required pending Engineering's review. The motion was seconded by W. Spalding and <br />unanimously approved.
