ROLL CALL: <br />Vice Chairman, Koeth called the meeting to order at 7:30pm. <br />PRESENT: Chairman, R. Tallon, Board members, K. O'Rourke, T. Hreha, R. Koeth, S. Asseff, <br />C. Allan and W. Spalding. <br />ALSO PRESENT: Assistant Law Director, J. Dubelko, Building Commissioner, D. Conway, City <br />Engineer, P. Deichmann, Clerk of Commissions, D. Rote and Assistant Clerk of Commissions, S. <br />S olomon. <br />II. REVIEW AND CORRECTION OF MINUTES: The Planning Commission minutes of "July 25, <br />2000" have been submitted for approval. ' <br />Mr. Allan and Mr. Koeth both indicated that they were not present the Planning Commission <br />meeting 7uly 25, 2000. <br />W. Spalding motioned to approve the Planning Corrunission minutes dated July 25, 2000, once <br />the correction is made. The motion was seconded by S. Asseff, roll call on the motion; S. Asseff, <br />R. Hreha, K. O'Rourke and W. Spalding; Yes, R. Koeth and C. Allan; Abstain, motion carried. <br />M. BUII.,DING DEPARTMENT REQLTESTS: <br />1. Great Northern Mall; PP# 236-09-002 & 003, 235-28-001 and 236-14-004 <br />Proposal consists of a 270,000 square foot expansion to Great Northern Mall. <br />Note: Planning Commission tabled this proposal on July 25, 2000. <br />Chairman Tallon called all interested parties forward to review their proposal. Mr. Rinker, the <br />Mall's attorney came forward to present the proposal. Mr. Rinker indicated that his memory of <br />the last meeting was that the board wanted Mr. Cassiere to ask Dillard's to have the building <br />constructed in brick only to match the existing mall. He suggested that Mr. Yager (Architectural <br />Review Board Commissioner) felt Dillard's had met the Architectural Review Board's request. <br />Mr. Rinker believed tliat a letter from Mr. Story (from Dillard's) to the 1Vlayor, (regarding E.F.I.S. <br />material used on their buildings) was received. He questioned if in fact the letter was received and <br />if so if he could have a copy of the letter. He suggested that Mr. Cassiere, the architect who <br />spoke to the Architectural Review Board and the Planning Commission submitted, an updated <br />landscaping plan. Mr. Rinker' showed the board members a site plan and reviewed the <br />landscaping. plan for the mall. A 20-foot setback will be filled'with landscaping. Dillard's as well <br />as the mall will have matching landscaping and lighting. A colored site plan showing the two <br />additions next to each other were reviewed. He indicated that Mr. Yager believed the three <br />entrances on the Dillard's building should stand out to give Dillard's their own look. The arched
