entrances will be constructed out of spandrel glass, at the request of the Architectural Review <br />Board. The dark brick on the base of the building is masonry accept for the door entrance witch . <br />will be E.F.I. S. material and a granite base. The pillars will be brick to match the banding around <br />the building. Mr. Rinker indicated that he believed that the lighting that was submitted at the last <br />meeting was accepted. The base of Dillard's will have a 16 foot brick band around the entire <br />building. There-bye addressing the Architectural Review Boards concern of having a masonry <br />product at the base of the building that would withstand weather as well as bikes, skateboards and <br />pedestrians banging into the building. The masonry band will also achieve the blending of the <br />existing mall and the new building. Repositioning the building was looked at but it was found that <br />the current positioning of the building worked the best. As the owners stated in the letter <br />(Dillard's) the combination of E.F.I.S., brick, granite, and spandrel glass will achieve a nice <br />blending of the existing mall and their building. Mr. Rinker believed that he covered all of the <br />topics that were brought up at the last meeting and indicated that he would answer any questions <br />the board might have. Note: At this point in the meeting Mr. Tallon arrived at the meeting. Mr. <br />Spalding questioned the parking spaces on the southeast entrance of the lot. Mr. Rinker indicated <br />that they would be landbanking the parking spaces that Planning Commission requested at the last <br />meeting. Mr. Spalding questioned if the requested sidewalks would be added along Country <br />Club Blvd. Mr. Dubelko indicated that sidewalks were required by City code. Mr. Tallon <br />questioned whether or not there had been additional masonry added since the last meeting. Mr. <br />Rinker reviewed the masonry band that would be 16 feet high and indicated that the plans now <br />showed the loading dock area being masonry as agreed upon last meeting. Mr. Tallon questioned <br />what the masonry height difference would be between the addition and the ma11 extension. Mr. <br />Rinker explained that the mall masonry addition will be 24 feet high and the masonry band on <br />Dillard's will be 16 feet high. Mr. Tallon commented that in the spirit of cooperation the <br />applicants would have at least made the masonry band on Dillard's the same height as the mall <br />addition. Mr. Rinker believed that Mr. Yager addressed the height difference issue at the last <br />meeting. Mr. Tallon suggested that Mr. Rinker was incorrect. Mr. Tallon believed that Dillard's <br />masonry band should be brought up to the masonry level of the mall addition. Mr. Spalding <br />remarked that he thought it would be a good idea to have the brick at the same height as the <br />addition as well_ Mr. Tallon commented that the boards, commissions and City have been very <br />helpful in these negotiations. They have recommended variances and would like some <br />cooperation from the applicants as well. Mr. Rinker agreed that the city has worked with them <br />but he does not agree that they have been uncooperative with the city. Mr. Tallon questioned <br />why the architect was not present. Mr. Rinker indicated that what they have presented was <br />approved by the Architectural Review Board and they would like the City to approve the <br />proposal. Mr. Allan reviewed that the brick will be 16 feet high and Mr. Tallon would like an <br />additional 8 feet of masonry. Mr. Allan reviewed that as he was not present at the last meeting he <br />read the minutes a couple of times. He believes that the applicants are bringing an excellent <br />addition to our city and mall that will be an up-scale facility for the residents to enjoy. There will <br />be additional jobs as well as an increase in our tax base, it appears that this is a win, win situation <br />and we are arguing over a handful of bricks. The Architectural Review Board approved what <br />they have before us and have signed-off on the plans. He is not an architect but in his eyes, this is <br />a very pleasing proposal and he is not sure why they are splitting hairs over a handful of bricks. <br />With all due respect, he strongly suggests that the board approve the proposal as submitted. Mr. <br />Hreha indicated that he has been to the Beachwood mall since the last meeting. He has looked at <br />2
