system for the mall site is not a11 on mall property and, therefore there should be some easements,
from'various property owners to the mall for the storm water retention system. The engineering
department does not have copies of those easerrients in our files and we would like to obtain a
copy of all necessary easements for the storm water retention system. As part of the process, here
we are recommending that you require them to furnish us with copies. of any easements. Mr.
Rinker: Do you have specific locations? Do you have some but not all or do you need a whole.
Mr. Deichmann: I do'not believe we have a copy of any easements in our file, we have not found
any thus far'so,' I have discussed this briefly with Mr. Loesch. Mr. Rinker: We will do what we
can. Mr. Deichmann: Secondly! The north side of Country Club Blvd., 'west of Great Northern
Blvd. there is an area without public sidewalks. We are recommending that public sidewalks be
installed on the north side of Country Club Blvcl.. West Of Great Northern Blvd., approximately
to the area where the mall driveway is with a traffic light, I think the area without aidewalk goes a
little bit west of that driveway. Mr. Rinker: Do you know how many lineal feet we are talking?
Mr. Deichmann: I am guessing about 19,000 lineal feet. Mr. Rinker: The reason for that again is.
Mr. Deichmann: We would like to see a more pedestrian friendly situation as far as the mall: The
City is currently putting in sidewalks all along Brookpark Road, we are trying to make it easier
for pedestrians and public transportation access to the mall. Mr. Rinker: Do you have a cost
estimate for that? Mr.Deichmann: Our price for the public sidewalk is $2.80 cents a square foot
on Brookpark Road. Mr. Rinker: Is that lineal or square -foot.. Mr. Deichmann: That is per
square foot. Mr. Rinker: Do you have a rough guesstimate for the 19,000 lineal feet you are
talking about per City spec. Mr. Deichmann: probably abouf $35,000 dollars. Mr. Rinker: Back
tracking to ttie storm water, talking to Mr. Loesch he has indicated that we will do what we can
to locate them, he is not sure. I understand the request and we will do what we can to
accommodate the request. Mr. Deichmann: The third item in the preliminary discussions! The
traffic engineer and I reviewed the report they submitted with respect to the parking situation. In
some of our preliminary discussions, it was mentioned that we would like to see a study done.
We are in agreement with the ideas expressed in the parking study that was submitted but we
would like to have an evaluation if that is actually what will be happening with the mall parking
once Dillard's is built. We would like to have a study some point in time, hopefully before any
other changes accrue at the mall. With respect to parking at Great Northern mall.. Mr. Tallon:
What type of study? Mr. Deichmann: The parking report that was submitted based on how many
parking spaces per thousand square feet of mall. We understand very well what they were saying
in the report and we were comfortable with their analysis. At the same time, we would like to
make sure that at some point in time before anything else happens. We receive some data to back
up and what we found and that it agrees with the report that was.done before the mall expansion.
Mr. Tallon: Are you saying the report should be done now or the report should be done after the
building: Mr. Deichmann: We would like to see the report after Dillard's is constructed. Mr.
Rinker: You want to start generating a database to see what bares out. Mr. Deichmann: After
Dillard's is constructed and before any other major changes would be proposed at the mall. Mr.
Rinker: As a preliminary response let me just ask in difference to the request without a clear cut
game plan on how to go about doing that. That we at least agree .that if there is a way we can do
this mutually that we can enter into a way there is who is going to do it and how is it going to get
done. What are the goals that can be set for that, I am not sure there are any easy answer to that.
Mr. Deichmann: I am just saying that before any possible other revisions at the mall I think that
would be one of our first questions is how close to the report. Mr. Rinker: I agree, my question is
15
