Mr. Tallon indicated that the <br />landbanked area is existing presently. Mr. Koeth questioned if the landbanked <br />area could be used. Mr. Rinker indicated "yes." Mr. Tallon questioned who <br />owned the landbanked area. Mr. Barker indicated that the inall owns the <br />landbanked area. Mr. Koeth questioned if the landbanked area were opened up, <br />does the additional 86 parking spaces bring up the ratio to the City's ratio. Mr. <br />Barker indicated no, it would take the ration from 4.5 to a 4.7 ratio. Mr. Tallon <br />questioned why the margin excludes'the landbanked area. Mr. Barker indicated <br />that the piece is on the borderline and because it is unimproved today. Mr. Tallon <br />questioned how much of the parking is inall and how much is plaza parking. 1VIr. <br />Barker indicated that the mall parking follows the borderline excluding the <br />landbanked area. He indicated that it is proposed future parking. Mrs. O'Rourke <br />questioned the parcel in the center. Mr. Barker indicated that the landbanked area <br />is in the second calculation. Mr. Tallon questioned how many spaces would be <br />eliminated due to construction. 1VIr. Rinker indicated that there would be an <br />elimination of 129 spaces. He indicated that there would be 86 more parking <br />spaces than what exists today. Mr. Tallon questioned if there would be an <br />elimination of 129 parking spaces with the building. Mr. Rinker replied "correct." <br />Mr. Rinker indicated that unless the landbank area gets kicked in, it would remain <br />landbanked space. Mr. Rinker indicated that there would,be 86 more physical <br />spaces. Mr. Tallon questioned if the landbanked area is used, there would be <br />more spaces than what exists presently, and if you do not use the landbanked area, <br />there would be 129 less. Mr. Rinker replied "yes." N1rs. O'Rourke questioned if <br />this was with the lower ratio. Mr. Rinker replied "yes." Mr. Tallon indicated that <br />his second question is in regards to the efficiency. He indicated that there had <br />been a proposal for a fourth department store in which the plan placed the <br />building in line with the coinmons. Mr. Tallon indicated that if the building were <br />placed between J.C. Penny's and continue the corridor down, the use of more <br />unused space is possible. Mr. Barker indicated that the food court entrance is the <br />number one traffic entrance to the mall. Mr. Tallon questioned where Mr. Barker <br />came to that conclusion. Mr. Barker indicated that a study had been done on the <br />traffic at that entrance. Mr. Tallon questioned if the proposed location was the <br />best location. Mr. Barker indicated "yes." He indicated that the proposed store is <br />a very high profile, high quality department store that would bring a tremendous <br />draw to the concourse to better balance out the pedestrian flow throughout the <br />mall. Mrs. O'Rourke questioned if the proposal would be a two-story department <br />store with retail stores below. Mr. Barker indicated it would be three stories of <br />department store and one story mall shops. Mr. Tallon questioned if there had <br />Ueen any consideration into the interior traffic route. Mr. Barker indicated that <br />the owners are looking at an upgraded and enhanced signage and graphics <br />package that would include additional directional signs. The signs would help the <br />traffic flow and be most effective. Mr. Tallon suggested that the owners take a <br />serious look at the internal traffic control on the site, since it would impact the <br />traffic flow. Mr. Barker indicated they would look at this.
