3. Horizon Activities Center; 4001 David Drive <br />Proposal consists of re-review of Fire Department Access. <br />Chairman Tallon called all interested parties forward to review the proposal. Mr. Dickinson, the <br />Architect, came forward to review the proposal. He indicated that the previous architect went <br />out of business, and Horizon has hired Doi-Dickinson Architects to be the architect on record. <br />He indicated that drawings have been submitted to the Commission for review and that they <br />presently have the foundation pernut. During the permit review process Horizon received Fire <br />Department comments regarding the submission. Doi-Dickinson reviewed the budget and came <br />to the conclusion that the budget was not ample enough to construct the building. One of the <br />items that were value engineered out was the building sprinkler system. He indicated that under <br />the present Ohio State Code, based on the use group and the tabular area of the building, a <br />sprinkler system is not required. He indicated that it isn't that Horizon's does not want a sprinkler <br />system, but it would be a saving of $60,000-70,000, bringing the project closer to budget. Mr. <br />Dickinson had reviewed the drawings with Mr. Conway and he agreed that a system is not <br />required. However, Mr. Dickinson was not aware of a City ordinance that was made by the Fire <br />Department with the hydrant locations not being more than 300 feet from a public hydrant. He <br />met with Fire Chief Ed Bak and Asst. Fire Chief Klecan to review the plans. Together they arrived <br />at a compromise on the current ordinance, which requires the moving of the fire hydrant location <br />bringing it further southwest of the property adjacent with the main entrance bringing it within <br />300 feet of the public hydrant on David Drive. In addition, Horizon's would provide a stand pipe <br />system that would be located on the east side of building, and another on the west side of <br />building, which would allow fire truck access to fight any potential fire in the building. He <br />indicated that Asst. Fire Chief Klecan is in the process of writing a correspondence regarding this <br />matter and has approved what had just been outlined. Mr. Tallon questioned why the fire <br />department is compromising in moving these fire hydrants. Chief Bak indicated that if you look at <br />the design of the building and the means of the building, there are a couple of things that are <br />supposed to be there for fire department use. One is an access drive that goes between David <br />Drive and Brendan Drive and the other issue is the safety of the children. He indicated that if the <br />access drive, according to the way it is written up, were to be used, then there would be a <br />problem with children safety. Chief Bak indicated that they tried to figure out a way that was best <br />for everybody: (1) the safety of children from any outside source, if there are only one entrance <br />and exit from David Drive, then they are not going to be worried about drive through and kids <br />leaving the area, and (2) what is the best way to provide fire protection for that facility. Chief <br />Bak indicated that under the Code the applicants would have met the 300 feet for the hydrants. <br />The other problem was the access inside the building with proper fire fighting tools, which would <br />be a pipe system, that has been designed through working with the architect. The fire truck hoses <br />can get access through this pipe to any part of the rear of the building. Coming off the front <br />where the hydrant is located, they can go into the main entrance door, which is not a problem. On <br />the other side, the fire department can hook into the lawn area system. The fire department felt a <br />good compromise came from working with Horizon's and trying to look at the best safety for the <br />' building and the kids. Mr. Dickinson indicated it improves the safety of the building by putting the <br />standpipe in the building. It allows better access to any emergency that can occur in the building. <br />The other scenario that can be done is to provide another hydrant on the northeast corner of the <br />building and extend the driveway back, and Chief Bak has agreed that this is a worse situation <br />6
