than what is being proposed. He believes that this proposal far exceeds the expectations of what <br />could be proposed. He indicated that extending the lot on the northeast side takes away part of <br />the outdoor play area, which would cause the facility to not meet its licensing requirements. Asst. <br />Fire Chief Klecan indicated that the standpipe would provide a greater tactical advantage than <br />with the hydrant, even by Code. He indicated that with the two standpipes in place, the Fire <br />department would not have to lay line across the playground area and they have portable hose <br />packs that can be taken to the back and set up and then proceed, so this proposal is much quicker <br />and more advantageous. Asst. Fire Chief Klecan indicated that the rear of the building would not <br />be covered as well, but at that point the whole building would be involved. What the fire <br />department is hoping is that with the fire alarm system that they would be installing in the building <br />would help. NIr. Dickinson added that there would be a limited area sprinkler system in all <br />storage areas. Asst. Fire Chief Klecan indicated that by having a quick activated system the fire <br />department would be able to get in and fight the fire at a smaller stage. Mr. Tallon questioned if <br />there would be a sprinkler system in the storage areas. NIr. Dickinson replied that it is a limited <br />area sprinkler system that is run off the domestic supply line. Mr. Tallon suggested looking into a <br />sprinkler system for the rear of the building. Mr. Dickinson indicated that it would exceed what is <br />allowed for a domestic system. Mr. Tallon suggested installing a smaller system. Mr. Dickinson <br />indicated it would be more costly, since a pump would have to be brought into the building. He <br />indicated that in no way is anyone on this proposal willing to jeopardize the safety of the children. <br />Mr. Dickinson indicated that he initiated the meeting with the fire department. They met and both <br />parties compromised. Mr. Tallon questioned if there was any other way to protect the rear of the <br />building. Asst. Fire Chief Klecan indicated that the standpipes were placed in the rear of the <br />building for this reason. The standpipes allow the use of their portable packs. Prudent fire <br />tactics today are to fight the fire from the interior to the exterior. He indicated tliat having the <br />two in the back and the hydrant in the front near the equipment, which gives the fire department <br />three entrances to attack a fire quickly. He indicated that even placing a hydrant with an <br />extended drive would not afford the fire department an advantage. Mr. Tallon questioned if the <br />fire department thought this would be enough protection. Chief Bak produced a site plan. Mr. <br />Dickinson indicated that the construction of the building is a full masonry building, which would <br />make the building less combustible. Chief Bak indicated that the water line is basically a fire <br />water line inside the building. He indicated that the building code requires a sprinkler system for <br />12000 square foot of building area. Mr. Tallon questioned if the fire system is a local monitoring <br />system. Mr. Dickinson indicated that it is tied into the fire department. Mrs. O'Rourke indicated <br />that the children would be directed to the play area outside, which would be out of the traffic of a <br />fire truck. Mr. Asseff agreed that this is the best compromise. At this point the Board reviewed <br />the site plan with the Architect. Mr. Dubelko indicated that fire code is not in the jurisdiction of <br />the Planning Commission, but the fire departments. The only provision of the Planning and <br />Zoning Code that relates to fire code issues is 1161.15, which is entitled Access for Fire <br />Department Vehicles, and reads as follows: "All access roadways, drives, driveways, aisles, and <br />parking areas for Commercial, Industrial and Multi-family developments shall conform to the <br />requirements for the fire department vehicles and apparatus access set forth in Chapter 1721 of <br />the Codified Ordinances." He indicated that what the Board needs to hear from the Fire , <br />Department is that these requirements would be being met by this Ordinance. Asst. Chief Klecan <br />indicated that the proposal does not meet the requirements, but he believes there is a provision <br />7
