Tallon motioned to accept Horizon Activities Center of 4001 David Drive the proposal, which <br />consists of re-review of Fire Department Access. The motion was seconded by S. Asseff with <br />Board members K. O'Rourke and W. Spalding abstaining. NOTE: At this time, the Clerk <br />indicated that the applicant needs to attend the Board of Zoning and Development meeting held <br />on 7une 13, 2000. Motion Carried. <br />4. Halleen KIA: 27726 Lorain Rd. <br />Proposal consists of the demolition of 2 existing buildings and the construction of a new car sales <br />building. <br />Chairman Tallon called all interested parties forward to review the proposal. Mr. Halleen, the <br />applicant, and Mr. Steve Suhayda, the Architect, came forward to review the proposal. Mr. <br />Suhayda indicated that the proposal that encompasses Porter Road to Dewey Road with the <br />exception of the immediate building on the corner of Porter Road. He indicated that what has <br />been presented is a conceptual plan of all the buildings on the site, what is to be done with each <br />building, what is done with parking, landscaping, buffering, etc. Mr. Suhayda indicated that they <br />met with Council and Landmarks Commission to see if the buildings are considered to be located <br />in the historical district. He indicated they are trying to receive as much input as they can. He <br />reviewed that two buildings that would be demolished. The first building would be on the corner <br />of Dewey and Lorain Road, a small one-story building, and the next building is on the eastern side <br />of Lorain, which is KIA and Dominos Pizza. The other two buildings on the site would be <br />remodeled to tie in with what would be proposed, which is new car sales building. The final <br />building would be 2400 square foot on the first level, second floor would be around 1500 square <br />feet. He indicated that after meeting with Council and Landmarks Commission, some elevations, <br />materials and conceptuals have been discussed. Mr. Suhayda indicated that they would want to <br />compliment CVS with their look and theme that would tie into the historical district, as well. He <br />indicated they are waiting for a decision from Landmarks to see if they are in the Historical <br />District, in which Landmarks has 60 days to respond. Mr. Suhayda then submitted conceptual <br />color renderings to the Board of all the buildings, existing and new. With these renderings, he <br />reviewed the new building and the two to be renovated. Mr. Tallon questioned the 5-foot <br />setbacks. Mr. Suhayda indicated the setbacks would be 15 feet from Lorain Road, which would <br />entail 5 feet walk, 5 foot green space and then 15 feet. Mr. Tallon questioned if the proposal is <br />feasible if not rezoned. Mr. Suhayda replied, "no, it is not." Mr. Tallon questioned if Mr. <br />Suhayda was aware of this same proposal coming before Plarming Corrunission and had been <br />denied. He indicated that he is aware of the previous proposal. Mrs. O'Rourke questioned if the <br />proposal had changed from the previous proposal. Mr. Suhayda indicated he had not seen the <br />previous proposal, but he knew that the proposals were not the same. Mr. Spalding questioned if <br />Mr. Suhayda had seen the changes from the first proposal. Mr. Suhayda reiterated that he has not <br />seen the previous proposal. He indicated that he did not think the landscaping had a six-foot <br />mound with a minimum of 6-foot landscaping on top or new car parking or the renovation of two <br />new buildings. Mrs. O'Rourke questioned if the Tune and Lube building was considered <br />historical. Mr. Suhayda indicated that they are waiting on a answer. Mrs. O' Rourke questioned <br />8
