ROLL CALL: <br />The Clerk called the meeting to order at 7:45pm. <br />PRESENT: Board Members R. Klesta, D. Spoerke, and R. Puzzitiello <br />ALSO PRESENT: Asst. Clerk of Commissions K. Fallon <br />ABSENT: P. Engoglia <br />II. REVIEW AND CORRECTION OF M[NIJTES: The minutes of September 16, 1999 <br />Board of Building Codes of appeals meeting have been submitted for approval. <br />Chairman Puzzitiello motioned to approve the minutes of the Board of Building Code <br />Appeals meeting held on September 16, 1999 as submitted. The motion was seconded <br />by R. Klesta and unanimously approved. Motion Carried. <br />III. BUII_,DING DEPARTMENT REQLTESTS: <br />1. Timothv Williams of 25838 Bvron <br />Proposal consists of new window. Originally intended to remain in its existing <br />condition this window was not required to meet the requirements of Section 310.2.1, <br />per section 310.5. Having been relocated, it is now considered "new work" and must <br />coinply with Sections 310.2 and 310.2.1. It is the only window in the bedroom, its <br />original location having been closed. Clear opening of 31 inches by 14 1/2 inches is <br />obtained by fully opening bottom sash; 31 inches by 20 inches equals 3.12 square feet <br />would be the clear opening. Removing bottom sash, which tilts in would require tools <br />to provide a clear opening of 4.31 square feet at the most. The top sash cannot be <br />removed without tools. Both top and bottom sashes tilt in but obstruct egress. <br />Chairman Puzzitiello called all interested parties to review the proposal. Mr. Williams <br />came forward to review the proposal. Mr. Puzzitiello read Building Commissioner D. <br />Conway's recommendations in a memo sent to the Board in his absence. NOTE: See <br />attached memo. D. Spoerke indicated that he would like the opening bigger, but since <br />the Fire Department will approve the window he will grant the proposal. Mr. Williams <br />indicated that the original statement that the sash could not be removed was false. The <br />Sash could be removed. Mr. Williams indicated that the window is now in his <br />daughter's room and can be exited onto the roof as opposed to dropping a story and a <br />half to the ground. He indicated he has a video that shows how quickly his daughter <br />can exit the window. If the window is drawn to the bottom and tilted in, the opening is <br />32 inches. The whole egress of the window is then 42 inches high. Mr. Williams
