-9-. <br /> <br />one could stay since it is within six inches of ma.king the adjustment. He indicated that making <br />the curb work around it could save the tree. Ms. Schulz questioned where, the five parking spaces <br />were located. Dr. Musser indicated that there are four located in the front yard with a two-car <br />garage to the rear of the house. Mr. Yager indicated that Dr. Musser has more parking than he <br />really needs and questioned how many patients he would see in an hour. Dr. IVlusser indicated <br />three patients maximum an hour. He indicated that keeping the tree in the front would be fine <br />with him, he is concerned that when installing the parking lot that the roots would be destroyed. <br />Mr. Yager indicated the tree would help shade the parking area. He questioned how the <br />landscaping plans look. Mr. Zergott indicated it was basic. Ms. Schulz indicated the plan is <br />sparse. Mr. Zergott questioned if all the plants from the front of the house would be removed. <br />I3r. Musser indicated that the contractor and the surveyor indicated that the bushes in the front of <br />the house would have to be removed. Mfr. Zergott questioned if the reason was for turning and if <br />the Doctor was concerned with patients backing into the house. He indicated that there are <br />bumpers and stops shown where patients would try to park. Dr. Musser indicated that what may <br />determine what goes in front of the house is how big of a platform would be needed. If the <br />patient has a wheel chair, they would be able to turn around and move to the main entrance. He <br />indicated that the contractor suggested placing bushes in front of the ramp in order to help conceal <br />it. Ms. Schulz questioned the direction of the ramp. Dr. Musser indicated that on the drawing it <br />shows the rainp coming directly into the parking lot. He indicated that what was proposed was a <br />fill-in in front of the parking lot to raise the lot to be more Ievel with the entrance of the home. <br />The idea behind that would be that the handicapped ramp would not need to be as long. Ms. <br />Schulz suggested that it would be of better use going to the side, plus the bushes would be added <br />protection. Mr. Yager indicated that the finished floor elevation is only 1-1/2 feet, which would <br />require 20-feet of ramping. He indicated that he could not tell from the mapping if the ramp <br />would be rotated to the side if necessary. He indicated that if the ramp were raised enough, so <br />you would be less than 18 inches then the rails would not be needed. Mr. Conway indicated the <br />railing would be needed. Dr. Musser indicated that another idea would be to have a external lift <br />instead of a ramp. W. Yager indicated that Dr. Musser was being asked to put in onsite detention <br />for the parking lot. Dr. Musser indicated that was correct. Mr. Yager indicated that to have any <br />parking spaces up front, it would be tight. He indicated to Dr. Musser that there is an 18-foot <br />space for handicapped and typically handicapped spaces are reserved for vans and larger vehicles. <br />Then there is only 18-feet of turning radius to enter and exit. Mr. Yager indicated that he would <br />be very womed about the ramp extending out and having a real challenge parking in the last <br />parking space. He suggested placing the parking space straight in, as opposed to at a curve. He <br />indicated that 18-feet is very tight. N1r. Yager indicated that if people can not fit into the space, <br />then it is hardly worth while. He suggested that patients would be hitting the ramp with it being <br />placed out into the parking lot. Mr. Yager indicated that his concern is the landscaping. He <br />would like to see it uniform with what is expected from the rest of Lorain Road since it would be <br />a commercial site. Ms. Schulz suggested converting the front window to the entrance and then <br />the ramp could be placed along the property line at the end. Dr. 1Vlusser indicatecl that this was <br />discussed. Mr. Yager indicated that if the ramp could be placed to the.side, it would make it more <br />functional for a long time instead of a short time. Mr. Zergott indicated that there is not enough <br />space to make this work. Mfi-. Conway indicated that there is enough room, there would be 22 <br />feet to the structure to back out. Ms. Schulz suggested again converting the window to a door and <br />the door to the window. This way the bushes could be maintained, plowing would be easier, and <br />it would be more flexible to the street side. Mr. Yager suggested removing one of the parking <br />spaces, going with the two regular parking spaces and the one handicapped for better <br />maneuverability. There would still be five parking spaces. He indicated that the edge is really <br />being pushed. Mr. Yager indicated that with all four of the front spaces filled, it would be <br />difficult getting out. 1V1r. Conway suggested that the patients could possibly be ticketed for <br />backing out into the street. Mr. Conway questioned if the Board was suggesting to widen the <br />2
