Mr. Yager indicated no, but he suggested evaluating it for how it actually functions <br />and he believes that just moving the handicapped ramp is an enormous benefit to making this <br />work. He indicated that from there it would be up to engineering. Mr. Yager would ]ike to see <br />the Doctor keep the foliage by bringing the curb in as tight as possible and be sure to have the <br />curb to protect the house. 1Vfr. Zergott questioned if the Doctor had already purchased the house. <br />Dr. Musser replied "yes." Ms. Schulz suggested having the spaces striped wider. Mr. Zergott <br />questioned if the Board is Iiable for accepting something that is not proper. Mr. Conway <br />indicated the Board is not liable at all. Mr. Conway indicated the Doctor has 22-feet to the house <br />and that is enough space. Mr. Zergott indicated that he was under the impression it was off four <br />feet. Mr. Conway replied "no." Mr. Yager indicated that if Fred can make this work, the Doctor <br />would be ok. Mr. Yager questioned how important that extra parking space is to the Doctor. If it <br />is very important, then there is a risk of patients receiving tickets for backing out onto the street. <br />If it is not very important, remove one of the parking spaces to get more flexibility. W. Conway <br />questioned where the Board thought the ramp should be placed. Mr. Yager indicated around to <br />the side of the house. Ms. Schulz replied on the east property line, perpendicular to the house. <br />Everything should slide to the east for more flexibility. Ms. Schulz indicated that with the angle, <br />it is angled to enter not to leave. Mr. Conway questioned the curb height. He indicated that the <br />Architect knows the rules and he does not understand why the curb. is so steep. Mr. Yager <br />indicated it would look the same no matter what, but if it were built like this the Doctor would be <br />disappointed. Ms. Schulz suggested that there would be client complaints. Dr. Musser <br />questioned vvhat the next step is from Architectural Review Board. Mr. Yager questioned if the <br />home could currently be worked out of. Mr. Conway reviewed that these plans axe conceptual, <br />that once the engineers are given site plans, there would be greater detail. Mr. Conway indicated <br />that the Architectural Review Board is looking at aesthetics. Dimensionally this plan could work, <br />but some changes need to be made. Ms. Schulz indicated that the Boards main concern is the <br />landscaping on the street side. Mr. Conway indicated that as the Board sees the plans, the Doctor <br />needs to redesign the plans. No further comments were made. <br />K. Schulz motioned to approve_Stephen Musser of 25043 Lorain Rd. the proposal, which consists <br />of converting a single family home into a medical office with the following stipulations: (1) that <br />the handicapped ramp be relocated to the westerly end of the parking lot perpendicular to the <br />structure, (Z) that sufficient landscape plantings be made from the front of the house up the <br />westerly side and across Lorain Road front and the easterly side of the parking lot, and (3) try to <br />maintain the existing plants along the front of the house, and (4) try to save the north westerly tree. <br />NOTE: The Board made it known it is concerned with the functioning of the parking lot layout. <br />Dr. Musser questioned what would happen next. Mr. Conway reviewed that the landscaping needs <br />to be "beefed up" and submitted to Mr. Zergott for approval. Mr. Zergott suagested using some <br />perennials and seasonal colors. Dr. Musser questioned where he could receive the aninutes froin <br />the minutes. The Clerk informed the Doctor to ca11 the office and the minutes could be faxed to <br />him. Mr. Conway indicated that the Doctor needs to submit the new plans before July 4th, 2000. <br />Mr. Zergott informed the Board he might not be available the first week of July, so send the plans <br />to the Forester for approval. Dr. Musser would then go before the Board of Zoning and <br />Development on July 11, 2000 at 6:30pm. The motion was seconded by M. Yager and <br />unanimously approved. Motaon Carraed. <br />VI.
