Section IX: Certificate Guidelines <br />9.01 When determining the eligibility of a proposal or project for rehabilitation, where so <br />a Certificate of Appropriateness is required, the following guidelines, established <br />by the Department of the Interior, shall be used to determine the accepta.bility of <br />said project or proposal. <br />9.02 For the purposes of this section, "rehabilitation" shall mean the process of <br />returning a property to a state of utility, though repair or alteration, which makes <br />possible an efficient contemporary use while preserving those portions and <br />features of the property which are significant to its historic, architectural, and <br />cultural values. <br />9.03 The specific guidelines, to be adhered to when determining if a rehabilitaxion <br />project qualifies as "certified rehabilitation" pursuant to the Taa Reform Act of <br />1976, the Revenue Act of 1978, and the Economic Recovery Tax Act of 1981, ? <br />appear in Title 36 of the Code of Federal Regulations, Part 67 (formerly 36 CFR, <br />Part 1208). <br />9.04 Every reasonable effort shall be made to provide a compatible use for a property <br />which requires minimal alteration of the building, structLtre, or site and its <br />environment, or to use a properry for its originally intended purpose. <br />9.05 The distinguishing original qualities or character of a building, structure, or site <br />and its environment shall not be destroyed. The removal or alteration of any <br />historic material or distinctive architectural feahires should be avoided when <br />possible. <br />?
