Mrs. O'Rourke questioned if Mr. Patrick Lang used the existing ordinances and <br />the Codified to write the by-laws. Mr. Patrick Lang indicated that he had used them both. <br />Mrs. O'Rourke questioned Mr. Lang if Landmarks wants to adopt these by-laws will they be <br />submitted to. the Law Department for approval. Mr. Lang suggested that Landmarks was on <br />their own to come up with by-laws. <br />V. NEW BUSINESS: <br />l. Halleen KIA: 27726 Lorain Rd. <br />Proposal consists of demolishing of two buildings and constructing one building. <br />Mr. Lang gave each of the board members two maps, which showed parcels that are in the <br />Landmarks district. He indicated that he believed that Halleen only had one parcel in the <br />historical district. Quite a bit of discussion took place regarding what parcels were in the <br />Landmarks district between the board members. The owner of the property indicated that <br />Mr. Gareau Jr. gave him a map that shows that Halleen KIA's property is within the <br />Landmarks district, the map that he sees tonight does not show their lots as part of the <br />historical district. Mr. Lang indicated that for the interest of accuracy he would like to <br />review the proposal as if it were included in the historical district. Mr. Suhayda the architect <br />came forward to present the proposal. Mr. Suhayda indicated that the project would <br />encompass the property from Lorain Road to Dewy, it will not include the flower shop or <br />chiropractor shops. Two buildings along Lorain Road will be demolished. The first building <br />to come out will be the old doctor's office on the corner of Lorain and Dewey. The building <br />that houses KIA and Domino's will also be removed. Two other buildings on the site will be <br />renovated. The first building is located on Porter Road, which houses All Tune. The back <br />building which houses Kelly Tire Shop will be the second building renovated. The owners <br />propose to build a two-story building that will be located on Lorain Road. The first floor will <br />be the sales floor and the second floor will house offices. Parcels 232-10-024 and 025 will <br />need to be rezoned. The proposal will go before the Planning Commission, Architectural <br />Review Board and Council. There will be a 6-foot high earth mound landscaped buffer, <br />which will separate the homes on Dewey and dealership. A lighting company has been <br />contacted to address the type of lights that will be used on the front of the lot. Mr. Suhayda <br />gave the board members a packet so they could see drawings of what each of the buildings <br />would look like once they are completed. Mrs. VanAuken questioned if homes along Dewey <br />Road would be removed. Mr. Suhayda answered "no" as two of the parcels are currently <br />vacant. Mr. Barker questioned if Mr. Halleen owned all of the lots in question. Mr. Halleen <br />indicated that he owned all the lots shown on the site plan. Mr. Suhayda reviewed each page <br />of the packets the board members received. He indicated that the owners were trying to <br />create historical type buildings and bring them up to the street. They will be using rod iron, <br />and landscaping, stone work to help tie in the buildings. Mrs. VanAuken questioned if they <br />expected an increase in traffic. Mr. Suhayda believed that the traffic would remain the same, <br />as the dealership will be the same. Mrs. O'Rourke questioned if it would only be a KIA <br />dealership. Mr. Halleen indicated that it would remain a KIA dealership. Mrs. O'Rourke <br />questioned if the buildings would be 15feet from the sidewalks. Mr. Suhayda suggested the <br />setback would match the distance of the existing buildings on the corner. Mrs. O'Rourke <br />questioned if there would be any car pads placed in front of the building. Mr. Suhayda <br />suggested that only landscaping would be in front of the building.
