t <br />Mrs. 0'Rourke questioned if they would have sidewalks. Mr. Gilespie replied that they aren't <br />showing sidewalks, but they would certainly detail that in the final landscape plans. Mr. Tallon <br />indicated that this proposal would have to go before the City Forester before they could touch <br />any of the trees. He called any residents who wished to speak forward at this time. Dean <br />McKay, resident of 5197 Columbia Rd., came forward to speak. He questioned how many units <br />were going in. Mr. Gilespie took time to point out and count each unit for him. Mr. McKay <br />coinmented that eleven guest parking spaces is kind of sparse for forty apartments. When <br />holidays, like Christmas, come around it inight not be enough parking. Mr. Tallon questioned if <br />the building department could explain the guest parking. Mr. Rymarczyk replied that they do <br />meet the intent of the code. One enclosed off street parking space and one open parking space <br />shall be provided for each dwelling unit and one additional guest parking for every ten apartment <br />units. He changed his opinion and let the board know that they did not meet the code for their <br />parking, so they are short on parking spaces. Mr. Gilespie questioned how short. Mr. <br />Rymarczyk indicated that they have 40 apartments, so they need 84 parking spaces and they <br />show approximately 59. So, they are short 25 parking spaces. He commented that he would <br />have to count again, because where you have a garage and a unit, you also could double park. <br />You could park a car in the drive in front of the garage. Mr. Gilespie indicated that after the final <br />review with Mr. Rymarczyk, if they were short on parking spaces, they would make them up. If <br />it results in losing a unit to make it up, then that is what they will do. Bill Weber, a resident of <br />Kennedy Ridge Rd., caine forward to speak. Mr. Weber questioned how the surface water <br />would be drained because there are no storm sewers on Kennedy Ridge. Mr. Gilespie replied <br />that the drainage would flow to the north into the right of way of ODOT. They will either have a <br />small retention pond or go through pipe sizing. Mr. Tallon indicated that the ordinance reads <br />that each individual development has to maintain their own water on the premises and has to be <br />released at 90%. Mr. Weber questioned how they were handling the sanitary sewer. Mr. Tallon <br />indicated that doesn't come before this board. He has to meet all of the City's ordinances through <br />the Engineering Department. Mr. Weber questioned if Mr. Deichmann knew if Kennedy Ridge <br />would need to enlarge their sewer line. Mr. Deichmann indicated no, they would not have to <br />increase the size of the pipe on Kennedy Ridge. An eight inch pipe can handle 400 homes easily <br />and that is what is there now. Mike Yunich, a resident from Kennedy Ridge Rd., came forward <br />to speak. He questioned what they are going to do about the street issue. The greenhouse really <br />took a toll on Kennedy Ridge throughout the years. Mr. Tallon indicated that the streets would <br />have to be addressed through City Council. The engineering department and service department <br />grade their roads throughout the entire City and record when they should be repaired and <br />upgraded. Mr. Yunich questioned if there was a plan for. snow removal. Mr. Gilespie replied <br />that there would be, but he doesn't have details tonight. Mr. Yunich commented that he was very <br />concerned with parking. People are parking all over the street now, when there are parties there <br />is no room for anything. Mr. Tallon questioned if Kennedy Ridge had curbs. W. Yunich <br />replied no. Mr. Rymarczyk commented that he had the final parking count and they do show 86 <br />spaces where as they are required to have 84. Len Miller, a resident of Kennedy Ridae, came <br />forward to ask a question. He questioned what the 50 ft. buffer would be. Mr. Gilespie replied <br />no thought other than what is deemed appropriate, in terms of the trees they are going to save, <br />they have to meet with the Forester. There is a group of trees through a major portion of that 50 <br />'ft. buffer. They will have a final tree survey done and if they need to add trees then they will. <br />R. Tallon motioned to send Kennedy Ridge Apts. on to the safety forces (police and fire) and the <br />City Forester for their review and this proposal will be tabled until the next Planning <br />Commission meeting (1/8/02). The motion was seconded by W. Spaldina and was unanimously <br />approved. Tabled 12/11/01. <br />3
