Mr. Olson indicated that the neighbors had indeed <br />agreed. He reviewed that at the neighbors request the chainlink fence was being removed <br />and a board on board fence will be put in its place which will cover 90% of the back property <br />line. Mr. Tallon questioned how high the mounds were and if the fence would be placed on <br />the mounds. Mr. Cook indicated that the mounds were about 10 feet high from the lower <br />grade, and the fence height is 8feet high. Mr. Allan questioned the stores hours of operation. <br />Mr. Olson suggested that he was not sure yet, as there will be a single site between a specific <br />area, which will be opened 24 hours a day. Councilman Limpert reviewed that the residents <br />were aware that the store could be a 24 hour a day store. Mr. Asseff believed that parking <br />late at night would be minimal. Mr. Tallon questioned the lighting that is scheduled for the <br />site. Mr. Olson suggested that the lighting will be designed to make sure that the light is cut <br />off at the property line and shielded down. Mr. Tallon questioned if the applicants had a cut <br />of the light fixture that would be used. Mr. Cook reviewed that there would be 29-foot poles <br />with a 1,000watt bulbs. The base of the pole will be 5 foot high and the pole itself will be 24 <br />feet high. Mr. Tallon questioned what the height of building was at its lowest point. 1VIr. <br />Cook indicated that the entrance of the store is 28 feet tall and the remaining building is 23 <br />feet high. Mr. Tallon commented that the board did not want the bottom of the lights to be <br />any higher then the building so the building could act as a shield. Mr. Olson believed that if <br />the lights are lowered it would change the photometric of the site. Mr. Tallon indicated that <br />the poles would only need to be lower and would not require the applicant to change the <br />photometric. Mr. Olson suggested that the lighting is a safety requirement by their main <br />company. W. Olson suggested that the photometric plan the board was reviewing was a <br />standard set by Top's super market. Mr. Tallon questioned what the wattage of the lights <br />would be. Mr. Cook indicated that the wattage of each light is 1,000watts, but there will be <br />zero reading at the lot line. Mr. Olson again suggested that the Top's company had a standard <br />that they wanted followed. Mr. Tallon commented that even with shields on the lights the <br />neighbors will be able to read the newspaper in their back yard at night, because of the glare. <br />There was quire a bit of discussion over the height of the poles and the wattage of the lights. <br />W. Asseff suggested that halide lights were naturally brighter then high-pressure sodium <br />lights and strongly suggested that that applicants use the Hps light. W. Olson believed that <br />if there was not sufficient lighting the building would be perceived as not being safe. Mr. <br />Tallon concluded that as the building was within a residential area the board would require <br />the applicants to lower the poles to a 25-foot height and lower the wattage to no more than <br />750 watts. The bottom of the light box should not be higher then the building. 1VIr. Tallon <br />questioned if the applicants met all the requests of the Architectural Review Board. Mr. <br />Olson suggested that all the request would be met except the addition of glass to the front <br />entrance. Mr. Rymarczyk questioned if the applicants submitted the new landscaping plan <br />requested by Architectural Review Board. Mr. Olson questioned if they would be allowed to <br />have additional light poles if the height is brought down to 25 feet and wattage no more then <br />750 watts. He further questioned how many new photometric plans and landscaping plans <br />would be needed. Mr. Rymarczyk indicated that the City needs two sets of each plan as well <br />as a cut of the light fixture itself. Mrs. O'Rourke questioned when the Ames store would be <br />given notice to vacate the building. Mr. Olson indicated that Ames has received their 120- <br />day notice already. <br />3
