I. ROLL CALL: <br />Chairnian, Tallon called the meeting to order at 8:OOPM. <br />PRESEN'T: Chairman, R. Tallon and Board Members, K. 0'Rourke, C. Allan, R. <br />TKoeth, W. Spalding and T. Hreha. <br />ALS0 PRESENT: Assistant Law Y)irector, J. Dubelko, City Enguleer, P. Deichmann, <br />Building Commissioner, D. Conway and Clerlc of Commissions, D. Rote. <br />ABSEN'I': Board rnember, S. Asseff. <br />II. REVIEW AND CORRECTgON OF IvIINiJTES: The Flanning Commission <br />minutes dated March 27, 2001 have been submitted for approval. <br />R. Tallon motioned to approve the March 27, 2001 minutes as submitted. The <br />motion was seconded by K. O'Rourke and unanimously approved. <br />Before the start of reviewing proposals chairman Tallon announced that Auto <br />Zone has requested that their proposal be tabled until further notice. <br />III. BUILDINCp DEPAR'I'IVIENT ItEQUESTS: , <br />1. Charter One Bank; 25290 L,orain Rd. <br />The proposal consists of 683 sq. ft. building addition / renovation, new <br />landscaping, new paving and parking revisions. Note: Proposal requires <br />variances. <br />Chairman Tallon called all interested parties forward to review their proposal. <br />Mr. Vandegrift the Arclutiect and Mz-. Lance, Senior Vice President of Charter <br />One Bank, came forward to review the request. Mr. Vandegrift indicated that <br />the addition would be 12feet of building added to each side of the building. <br />The building materials will be brick which will match the existing brick color <br />and texture. The framing of the windows will be a champagne color, the trim <br />will be light gray and the shingles on the roof will be dark gray, as the existing <br />shingles will be replaced. There wi11 be soine E.I.F.S. on the building. The <br />southeast corner addition will go over the setback requirements by 8inches. <br />The banlc has a legal agreement with the church for the East Side of the site. <br />'I'he church will a,llow an exit only drive onto their existing drive-way to allow <br />the cars to access the Lorain Road traffic liaht. The existing Lorain road <br />driveway, which is near Great Northern Blvd. will be closed. The bank is trying <br />to make the building serve the customers more efficiently. There will be an - <br />additional drive-up window added to the north side of the building. The bank <br />is working on an agreement with the neighbor to the rear to use 6 parking <br />spaces for their employees, The existing landscaping will be improved around <br />the entire building as well as along Lorain Road. Mr. Spalding inquired if there <br />would still be an entrance and exit on Lorain road. Mr. Vandegrift remarked <br />that there is currently two (2) entrance/exit driveways on Lorain road, but only <br />the one near Great Northern Blvd will Ue removed. Mr. Hreha believed that <br />the sites driving pattern will cause traffic problems. Mr. Vandegrift reviewed <br />the Lorain road entrance and the pattern in which the cars will travel on the <br />site. Customer will be able to park their cars on the west, south and east side
