G <br />existing site to accomplish what you want. Mr. Richards suggested they could not have antennas that <br />close to each other as it degrades what they are doing and degrades the existing sites. Mr. Hreha <br />coinmented that this issue is going round and round and getting nowhere. Mr. Rymarczyk reviewed <br />that besides the use permit there will be 4 variances required by the applicants. Mr. Tallon asked for <br />questions from the audience. Mr. Dubelko wanted to clear a misstatement, Sprint has never been <br />turned down for a monopole by North Olmsted it was Nextell and this is Sprints first submittal for a <br />monopole in North Olmsted. Sprint constructed tllese four sites in 1998 and the Clague monopole has <br />been in place since early 1997. Therefore, Sprint could have attempted to co-locate on that pole in <br />1997 and expanded froin there. Councilwoman president, Mrs. Saringer requested that the clerk read <br />the names of the resident's notified. The clerk read aloud the names of the properiy owners that where <br />notified. <br />R. Tallon motioned for McCornuck Place, Sprintcom, Inc. of 23300Lorain Road their proposal, which <br />consists of a 120-foot telecorrununication monopole with a 10' X 11' base station equipment. Move to <br />deny the use variance based upon the fact that the City of North Olmsted has in place a well thought, <br />well engineered telecommunications district. This district allows the use of North Olmsted properties, <br />which adequately meet the needs of all the telecoinmunication companies. Therefore, the commission <br />feels there is no need for any poles outside the assigned districts. The motion was seconded by R. <br />Koeth and unanimously approved. Use peiā¢mit denied. <br />6. CEI/First Energv Substation; 31131 Lorain Road: <br />Proposal consists of a lugh-tension tower (telecommunications collocation) within the existing <br />substation. <br />Chairman Tallon called all interested parties forward to review the proposal. Mr. Palmer, came <br />forward to review the proposal on behalf of CEI. Mr. Palmer indicated that their request is a co- <br />location on the existing CEI towers. There will be an 8-inch conduit ran through the existing tower to <br />the top where the antennas will be placed. At the bottom of the towers the radio equipment will be <br />housed in a metal box tlie size of a small refrigerator. Under the North Olmsted zoning code, it is a <br />pennitted use to place telecommunication antennas on an existing high-tension tower. He has worked <br />closely with the building department to make sure the submittal complies with the zoiung code. They <br />will not require any variances. This request was approved once with the contingency that CEI allow a <br />fence to be placed around the equipment boxes. CEI will allow the fence therefore a variance will not <br />be needed. They currently have an antenna on the Westberry apartments, and the turnpike and I-480. <br />Tiie anteruias will have little impact to the site and they will be placing 10 pine trees around the <br />substation. Mr. Tallon asked if there was any questions from the audience. Mr. Darrel and Jeffery <br />Shurman brothers who are neighbors came forward to review the plans of where the antennas would be <br />placed. <br />R. Tallon motioned to approve CEI/First Energy Substation of 31131 Lorain Road, <br />proposal consists of a lugh-tension tower (telecommunications collocation) within the existing <br />substation. The inotion was seconded by C. Allan and Unanimously approved. Motion Carried. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1. Cinnamon Lake Subdivision. Prelimina Z Plat. <br />The proposal is to subdivide permanent parcel No. 264-07-025 (recently annexed), located south of <br />Cook Road aaid east of Bronson Road, into forty four (44) B-Residential sublot's and two (2) Remnant <br />blocks. Note: 1) that Re-Zoning (item No.2, this agenda) is required. 2) Planning Commission tabled <br />this proposal October 24, November 14 and 28, 2000.
