? <br /> <br />Mr. Tallon read allowed both proposals of cinnamon lalce subdivision. Mr. Rendal the attorney and <br />architect; Mr. Zwick came forward. Mr. Rendal suggested that a letter was sent to the city and the <br />name of the proposal will be changed to Willow Woods Cluster Homes and be rezoned single family <br />cluster. They would carry the theme from across the road in Cinnamon Woods north and carry it to the <br />south. It will have a private road and private condominium cluster project. There will be 40 duplex <br />buildings consisting of 80 units and consistent with Cinnamon Woods. There will be underground <br />storm water retention basin. The key is that it sits between residential and industrial so this would be a <br />buffer to future development. It is marketable and meets a need for cluster homes in this area. It will <br />meet the needs for the area without affecting the need for services. Mr. Zwick the underground water <br />retention meets the city requirements and would follow the line of Cinnamon Woods South. Mr. <br />Rendal commented that there would still be green space of 6 acres to the south end of the project. The <br />cul-de-sac issue is addressed as the street is now a private road. Mrs. O'Rourke questioned what the <br />price of the units would be. Ms. Beth suggested that the price would start at 145,000 and go up from <br />there, it would top end at 157,900. Mr. Rendal suggested that this was the use that was discussed when <br />the annexation was taking place. The property is in the Olmsted Falls school district, all other taxes <br />will go to North Olmsted. Mr. Tallon questioned if the green space to the south would remain green <br />space for the whole area. Mr. Rendal the largest green space is to the south but there will be green <br />space throughout the development. Mrs. 0'Rourke questioned if a portion of the green space to the <br />south was wetlands. Mr. Zwick suggested that the green space will remain as it curreirtly is today. <br />Mr. Tallon suggested that if it remained as it currently is today, then it can not be considered a <br />common area. Mr. Rendal suggested walk paths would be placed but trees would remain. Mr. Koeth <br />questioned the retention as the neighbors are concerned about the water retention. Mr. Zwick showed <br />Mr. Gibels home and were the existing pipes are located. The city requires that the same water that <br />leaves that ditch does not exceed the existing amount that leaves now. There will be underground pipes <br />that will hold the water and at the point of the tie in will be 4inches the size is based on a 100year <br />stonn. There could be less water then what is currently there now. Mr. Gibels questioned the existing <br />ditches on the property line. Mr. Zwick indicated that the ditch would remain and a SOfoot land buffer <br />with that. Mr. Koeth indicated that water run off will not go on the Gibels land. Mr. Rendal the rate <br />of flow will decrease per the code. Mr. Gibel asked for a guarantee that his land will not flood. Mr. <br />Tallon as you live in the township the Gibels will need to complain to the township. As long as the <br />applicant meets the requirements of the City of North Olmsted, they are not liable to give anytlung in <br />writuig. Mr. Deichmarul the plans show a passing of the water across their property. For development <br />purposes there is two 4inch pipes into the ditch. When a house is constructed the storni sewer <br />connection for a house is 6inch in diameter. The outlet for this developments storm water is two 4inch <br />pipes which will release water at a rate less then 2 houses flowing into a standard storm sewer without <br />any retention requirements. There is 6,000 feet of retention piping to store the water and release it <br />through the 4inch pipes. Therefore, as long as they comply with our ordinance and just looking quickly <br />at tlie plans they do, so it should not be a concern. Personally, he does not see how this development <br />would cause flooding problems. Mr. Dubelko reviewed that the plans are supposed to be viewed by <br />Engineering, Building, and the Law Department then the Planning Commission has to make sure that it <br />ineets all the requirements of a single faniily cluster district and if so Plamung Commission reports <br />favorably to Council. Mr. Tallon suggested they would recommend approval upon Engineering, <br />Building, and Law Departments recorrunendations. Mr. Rendal reviewed he would like approval upon <br />Engineering and Building reports, council and safety. Mr. Tallon suggested that the common space be <br />landscaped to be able to be used by the association so it is not just woods. It must be usable green <br />space.
