recommended that the board have a chance to comment on each of these items he is explaining.
Mr. Bauschard questioned if the board had any problems with them matching the existing
materials. The board was fine with the materials. He then questioned if they had any comments
about the A.D.A. facilities. Mr. Jenkins indicated that they had Deb Roberts look at this, who is a
handicapped teacher at the high school and Department Chairman for special education and is very
involved with these type of issues. She came in and rendered an opinion and convinced them that
this was a good idea because all it takes is one person to bring issue to it and nine times out of ten
judges will find for A.D.A. accessibility. They drew the conclusion that either the City pay now or
later. Mr. Yager indicated that they do have A.D.A. accessibility, you can come in from outside
and go up that lift, come into the upper portion and that's all you need, so by code you meet you're
requirements. Mr. Jenkins replied right and they knew that going in. She did point out to them
though, that if anybody brings it up that ambulatory people do have to go outside to go to the
restroom, nine out of ten judges will find for that person. Mr. Bauschard indicated that the
program direction that they are heading in is that they need to make the interior 100% accessible.
Ms. Schulz indicated that they do not need to make it 100% accessible. Mr. Bauschard indicated
that is what is being given to them by the City. Ms. Schulz explained that as long as they provide
reasonable needs to all of the facilities that anyone else can have, which they do from the higher
terrace level, then they will be fine. You can serve them food, get them to the restroom, and there
is nothing on that lower terrace that they couldn't get up there. Mr. Yager indicated that it doesn't
ultimately matter to them, it came up because Mr. Deichmann mentioned that there might be a
ramp out there. So, let's just move froward with some of the other issues that the board had. He
read them aloud. The architect be present, which you are. Board likes the direction, but doesn't
have enough information to make a decision on it, which he doesn't know has changed. The
material sheets and application sheets be filled out, but he questioned if they were just saying
matching existing. Mr. Bauschard indicated that they were saying matching existing, but they will
be collecting samples, which can be sent over. Mr. Yager questioned if they were the architects
who designed the bathroom addition. Mr. Bauschard replied no. Mr. Zergott indicated that he
called the meeting here so they could see the materials that were used. Mr. Yager questioned
where people would be placing their golf bags. Mr. Bauschard indicated that they are not going to
be putting the golf bags in the facility, on the outside there are usually racks to place them on. Mr.
Yager questioned where those racks would be. 1VIr. Bauschard replied that they would be out on
the site, the deck area was thought to be a place that when it started raining people might drag
their bags up to get them out of the rain. The site is actually outside what his company is working
on, in fact there is a completely different company working on the site and the actual golf course.
They did change the scope of their work to include landscaping, which was not originally included.
Mr. Yaaer indicated that the golf course manager is here and he should be able to answer this
simple question. Mr. Young indicated that they are looking at re-doing the staging area. If you
look where the pro shop area is, it actually goes into the eastern area where people stage now,
there is a deck there with the pop machines, and then also further east there is a grass area which
used to be a putting green. So, from a flow of golfers standpoint they'll be looking at a staging
area where people can pull up, set their bags down, and stage the cart. It will not be in the planting
area. Mr. Bauschard showed the board the landscaping plan and the plant materials chosen for the
project. Mr. Yager questioned if there were any mounds in the landscaping plan. Mr. Bauschard
indicated that the land is pretty level from the parking lot to about half way to the lake, then it
starts to slightly slope down toward the lake. Mr. Zergott questioned where he saw the people
coming out of the clubhouse getting to the first tee or starter box. Mr. Bauschard indicated that
the pro shop is the main thing here because that is where people would pay and then walk out to
begin playing. Mr. Zergott suggested carrying out the landscaping from the pro shop to lead
people directly to the first tee. Mr. Yager questioned if the trees shown on the landscaping plan
2
