Yager inotioned to approve Charter One Bank of 25290 Lorain Rd. which consists of 683 sq. ft. <br />building addition / renovation, new landscaping, new paving and parking revisions with the <br />following comments: 1) A revised landscaping plan be submitted and reviewed by B. Zergott <br />throug,h the Commissions Office. Z) The formal revised plans be submitted for file. 3) The <br />dumpster enclosure be moved to the west side of the building and perhaps move the window in the <br />new accounts office so it is not looking directly into the enclosure. 4) The easement and <br />employee parking arrangements formal documents be submitted to the City. 5) The canopy rake <br />board match the east and west sides. T. Liggett seconded the motion and was unanimously <br />approved. Motion Carried 5/30/01. <br />2) Tops Markets; 26666 Brookpark Rd. Ext. <br />Proposal consists of removing the existing Ames store (104,330 sq. ft.) for new Tops Market & <br />retail buildings (77,920 sq. ft.). Note: This proposal was tabled at the April 10, 2001 Planning <br />Commission meeting. Planning Commission heard this proposal on May 22, 2001. . <br />Chairman Zergott called all interested parties forward to review the proposal. John Crook, the <br />architect, Jeff Olson and Eric Saenger, with Tops Markets, came forward to review the proposal. <br />Duane Limpert, Ward 1 Councilman was also present. Mr. Crook indicated that they need to <br />return to Planning Commission and to Board of Zoning Appeals for their freestandine, sian. The <br />intention is to construct an entirely new 57,000 sq. ft. Tops building and completely demolish the <br />existing Ames building. There will be additional retail and an out paxcel on the lot. The exterior <br />will have completely new lighting, pavement; and striping. They have put up a new board on <br />board arch-top wood fence to buffer the neighbors to the north. It is 8 ft. high at the top of the <br />peak with masonry peers about every 24 ft. on center. All the truck docks and noise issues are <br />pretty much in the Uack of the building to the west and facing south to help out the neighbors. <br />They plan to increase the area of the retention basin that runs along the north property line, so the <br />neighbors to the north will not have storm drainage problems. Proposed signage is basically the <br />Tops inain sign over the entrance, a Tops sign to catch Brookpark Ext. and the pylon sign. This is <br />a Tops prototypical state of the art building. It's a white split face block on all sides of the <br />building. The retail will have some extra features. There will be an E.F.I. S. band just above the <br />entrance vestibule and a red accent band will wrap around the front end only. They are planning <br />on dressing up the south a little bit more. Mr. Zergott questioned if the south side was facing <br />Brookpark. Mr: Crook replied yes. The intention for Tops that when tenants come in the out <br />parcel and additional retail will be built. The pylon sign is on the front corner intersection. They <br />propose to Board of Zoning Appeals a 20 ft. high sign, which exceeds the allowable sign height, <br />but what they've tried to prove as a hardship is that Lorain Rd. is the main artery and they are set <br />back off of it. Ms. Schulz questioned which direction the pylon sign would be facing. Mr. Crook <br />indicated that it is at a northeast southwest angle. Dale Millison, a neighbor from Leenders Ln., <br />questioned what the hei;ht of the store was. Mr. Crook inciicated that the height of the main store <br />with the masonry would be at about 22 ft. The entrance will be a little bit higher. Mr. Olson <br />explained. that a lot of what they are looking at is the results of a lot of ineetings with the abutting <br />property owners. When they first came to the City and proposed the re-development of Ames it <br />was strangly suggested that they sit down with the individual people and truly understand what <br />their concerns are. It is a big project and in order to be successful you have to keep the neighbors <br />happy because they are the costumers also. Tops has a master ground lease and they will have to <br />approve any tenant signage that may have to come before the City. That was actually in the Board <br />3
