building #1 is to be improved per comments of this meeting. (3). The mounds are to be a <br />minimum of 6-feet high and all evergreens that are to be planted along the mounds are to be 8- <br />feet tall when planted. (4). No fencing is to be placed on the mounds. (5). The foresters notes <br />are to be followed and the applicant is to work with the forester to set up snow fence to protect <br />the existing trees. (6). Eliminate the fence behind the rear of building #3 just but up to the ends <br />of the building. Note: in the framing of the motion Mr. O'Malley, Assistant Law Director <br />requested that the board address lighting issues as there was a lot of discussion with Planning <br />Commission over lighting. Ms. Schulz added to motion (7). The lights are to read zero at the lot <br />line, lower poles are to be used per Planning Commission and only one light fixture should be <br />used (i.e. sodium or halide) throughout the site. The motion was seconded by T. Liggett and <br />unanimously approved. <br />• Kennedy Ridg;e Townhomes236-17-005 & 015 <br />Proposal consists of 40 new Townhomes with Access via Kennedy Ridge Road. <br />Note: This proposal was tabled at the 11/13/01 & 12/11/01 Planning Commission meetings <br />and sent to Board of Zoning Appeals on 1/08/02. Board of Zoning Appeals addressed the <br />variances required at the 2/7/02 meeting. <br />Chairman Zergott called all interested parties forward to review the proposal. Mr. Gillespie Vice <br />President for NRP Group came forward to review the proposal. Mr. Gillespie reviewed that <br />there would be 40 units on the site. Kephart Architects have designed the units to have a lodge <br />look. The units will be stone, variations in siding colors and there will be a dark green shingle <br />roof. The Townhomes will have an attached garage. The forester has seen the site and they will <br />try to keep most of the trees currently on the site now. The area between the neighbors and the <br />new buildings will remain in tact the brush will just be cleaned up and a few trees may be added. <br />They met with the safety department, which approves of the current plans. The Board of Zoning <br />Appeals granted the variances needed and Planning Commission has sent us here for your <br />review. The entrance is landscaped and boulders are being used for appearance. The Entrance <br />road will have low level halogen 24-inch post lights angled down towards the drive. Mr. Liggett <br />requested to see the material boards. The stone that will be used on the buildings will be varied <br />in color river valley Stone (tan ledge). The balconies will have soffit lights and the front <br />entrances of each home will have coach lights. Mr. Yager suggested he had light books with <br />historical type lights, which he would fax to the applicant for review. He felt a historical light <br />would look better on the site. The vinyl siding will be ivory at the top; parchment at center, <br />pebble & natural at the bottom and the trim will be white. They may have two different colors <br />for the buildings antic parchment and colonial ivory. The shake in the gabled area will be natural <br />clay in color. They will use Dutch lap siding for the two colors on the building. The roof will be <br />dark green/black mix asphalt roofing shingles. The windows are vinyl tek or equal to that and <br />double glazed single hung white windows. Ms. Schulz questioned what material would be used <br />on the porches. Mr. Gillespie indicated that it would be a 2 inch vinyl square spindle with steal <br />supports, it was chosen for maintenance purposes. Mr. Zergott questioned the grade change on <br />the sixplex building. Mr. Gillespie indicated that the grade may not require steps but they are not <br />sure yet. A masonry wall would be built if there are steps to support the grade change. Mr. <br />Yager indicated that the off set windows on the fourplex plans should be centered in the gable or <br />just one window used. He further, suggested using seder shake siding to get the lodge look. Mr. <br />Gillespie indicated that it would be too expensive to use seder shake siding. Mr. Yager <br />questioned if the sign would be part of the proposal. Mr. Gillespie indicated that the sign would <br />be deep navy blue with gold lettering. It will be a small sign face and the trim will be a hardy <br />plank or something like that. There will be river valley stone along the bottom base with dry <br />stack. The lights for the sign will be ground type directional lights with a 70 or 150 watt light on <br />4
