W. Kremzar made a motion to grant Jeffrey & Rebecca Reynolds, 5401 Burns Rd, their request for <br />variance (1123.12), which consists of adding a front porch, and that the following variances be <br />granted: <br />1. A special permit to add to a non-conforming building (1165.02). Existing house is 22 feet from <br />right of way, code calls for 50'. (1135.06 A). <br />2. A 34 foot variance for front setback of a residence, (code requires 50', applicant shows 16'). <br />Which is in violation of Ord. 90-125 section (1135.06 A). The motion was seconded by J. Konold and <br />unaniinously approved. Variances Granted. <br />4). RTA North Olmsted Transit Center: 236-16-014 (Great Northern Blvd. SE of I-480): WRD 4 <br />Request for variance (1123.12). The proposal consists of ground signs. <br />The following variances are requested: <br />1. A variance for 2 ground signs on a lot, (code permits 1, applicant shows 2), section (1163.26 A). <br />2. *A 113 foot variance for 2 ground signs too close together, (code requires 200', applicant shows 87), section <br />(1163.26 A). <br />3. *A 13 foot variance for a ground sign too close to a side lot line, (code requires 20', applicant shows 7), <br />section (1163.26 B). <br />* Note: Dimensions were scaled from site plan received 11/14/02. Site plan does not have dimensions shown. <br />Which is in violation of Ord. 90-125 section (1163.26 (A) &(B)). <br />Chairman Maloney called all interested parties forward to review the request. Mr. Joseph Shaffer and <br />Mr. Tom Terbrack came forward on behalf of the RTA and were sworn in. Mr. Shaffer indicated they <br />would like a sign at the entrance to the transit center to announce their facility. He said the sign that <br />was approved by the Planning Commission faces Great Northern Blvd. going north and south. The <br />concern is that people coming off the ramp would not see the sign until they passed the decision point <br />of making a turn. They want to add a sign facing the ramp traffic. It is identical to the sign previously <br />approved. Ms. Kathleen Patton came forward to be sworn in. She is a neighbor to the transit center <br />and wants to know where the sign will go and how big it is, as she will have to look at it every day. <br />She said that she and her neighbors were told by RTA and the administration that they wouldn't see <br />any lights, cars, or buses. She can see all of that from her front yard. The proposal they were shown <br />initially showed a mound was to go around three sides so residents wouldn't have to see the lot. It only <br />goes around two sides. She sees everything. She believes they were lied to by RTA and the <br />administration. Mr. Terbrack explained the fence has not been installed yet. Ms. Patton said it is <br />supposed to be a mound and a fence. Mr. Terbrack said a fence will be put in. Mr. Kremzar asked <br />how close the two signs will be to Ms. Patton's house. Mr. Shaffer said they will be at least 300 ft. <br />away. The signs will not be visible because the wall and the mounds will shield it. Mr. Shaffer <br />reviewed the plans with Ms. Patton. Mr. O'Malley pointed out the development plan was reviewed by <br />the Planning Commission and ultimately approved by Council. The transit center is essentially built. <br />Some additional fencing may be planned but the mounding and the sound wall are done. Mr. Maloney <br />said the board is only to consider the sign. <br />W.
