a.m. at times. 1VIr. Rymarczyk said if it is prior to the hours that are allowed by code, they need to call the police <br />department. 1VIr. McCarthy indicated they have done that and it was straightened out. They had problems in the <br />evening though when construction was being done around 9:00 or 10:00 at night. They are worried about noise <br />pollution and the pollution from the trucks. The trucks that come in leave the motor running. The residents have <br />windows open at times and fumes come in. He recommended that the trucks shut the engines of£ Mr. Bourzam <br />explained that the trucks have coolers and the temperature cannot fall below a certain point. Mr. McCarthy mentioned <br />the basement and the perishable food storage. Mr. Bourzam said the basement is storage. Mr. McCarthy said he <br />would like the deliveries to be between 9:00 and 11:00 a.m. He believes that should be a condition of approval. It <br />should be an understood agreement and they should not have to call on it again. He said the condos are about 250 feet <br />from the restaurant. Mr. Rymarczyk indicated they are residential but in a general retail district. Mr. Koeth said the <br />truck situation is something they can work out with the owner. Mr. McCarthy suggested that the trucks park on the <br />west side so the engines would face the front of the place and not the condos. He added that there is no storm sewer <br />back there and there is a slope from the north to the south. When there is a heavy rain, it goes onto the condo <br />property. Mr. Koeth pointed out retaining the water on the Ponderosa property will be part of the approval. Mr. <br />McCarthy said they want to work things out but moving Ponderosa 10 feet back is moving it 10 feet closer to them. <br />Mr. Bourzam indicated there is a catch basin for the water. However, there is a break by the fence that lets water in <br />and a break by the Bob Evans property down the hill. He said as they are working on the store they will address the <br />situation. They will be putting the utilities in the ground. He said it is a large project and they will address the <br />parking lot issues. Mr. Koeth said if there are holes in the curbing they will have to fix it. Mr. Bourzam indicated <br />they will actually take the curbing out and put a nice perimeter around the parking lot. W. McCarthy asked about the <br />storm sewer again. Mr. Koeth pointed out the board will recommend that the engineering department take a look at it. <br />Mr. 0'Malley asked if it would make sense for the matter to go to the Architectural Review Board before coming back <br />to the Planning Commission. He said perhaps some of these matters can be screened by the Architectural Review <br />Board before coming back for a final approval. Mr. Koeth said right now the applicant does not conform so the board <br />needs to make sure they do before referring them. He added they want to see the drawings first. The applicant is <br />starting from square one so the Architectural Review Board would have the same problems the Planning Commission <br />had with the proposal. Mr. O'Malley pointed out the Architectural Review Board would be trying to accomplish some <br />of the recommendations made by the Planning Commission. <br />R. Koeth made a motion to table the proposal with the recommendation that the applicant re-do their drawings so it <br />complies with the seating and parking requirements. They need to contact the building department to handle it. They <br />are also to contact the engineering department to re-configure the draining situation on the lot. There is to be <br />consideration of the cars and trucks in the loading zone. The board also requires a sign package. Mr. Rymarczyk <br />indicated they are showing signage on the building but they need to show hard dimensions. Mr. Koeth indicated they <br />need to work with the building department on the signage. The motion was seconded by S. Hoff-Smith a.nd <br />unanimously approved. Proposal Tabled. <br />5. Chipotle Mexican Grill; Lorain Road PP# 235-27-001 <br />Proposal consists of construction of a new building to house Chipotle Mexican Grill, site improvements and sign <br />package. Note: Variances are required. <br />Mr. Ed Wilson and Ms. Cheryl Obert with Glavan Feher Architects came forward to address the board. They are <br />proposing the construction of Chipotle Mexican Grill at 26420 Great Northern Shopping Center. The out lot is <br />currently a park-n-ride. They will construct a single story 2100 square foot restaurant with a patio. Mr. Koeth asked <br />Mr. Rymarczyk to review the variances. Mr. Rymarczyk indicated lot coverage is an issue. He said based on this <br />submission and with the building going up in place of some of the parking, the variance will be for another 32 spaces <br />for total parking. There are a total of 9 variances needed for signage. Mr. Koeth asked the applicant to explain the <br />type of business this will be. Mr. Wilson said it is a quick-serve, gourmet, Mexican food facility. They serve <br />basically burritos and tacos. It is a cafeteria style service where customers go up to the counter and place an order. <br />The food is prepared right there in front of the customer and they then go back to a dining area. There is also a carry <br />out. There is no drive-through. It is a restaurant function and there is patio seating. They typically serve alcohol but <br />it is not a major portion of their business. Mr. Koeth asked how many people actually walk up and then leave the site <br />as opposed to staying there. Mr. Wilson said it depends on the demographic of the location but typically 60% dine in <br />and 40% carry out. He said as opposed to a lot of the fast food or quick-serve establishments, Chipotle works very <br />hard to create an atmosphere for dining that is hospitable for people to come in and actually dine within the facility <br />and enjoy the architecture. They have their own music mix that is updated regularly. Mr. Allan said this is the first <br />10
