time he has ever heard quick-serve and gourmet in the same sentence. He is a bit baffled. He asked for the intended <br />hours of operation. Mr. Wilson said the hours of 11:00 a.m. until 10 or 11:00 p.m. is typical and they are open 7 days <br />a week. He said the founder of the restaurant is a classically trained chef and he is all about the food. It is very much <br />a gourmet menu however it is quick serve and there is a simple menu. Mrs. Hoff-Smith asked if they ever had a <br />drive-through at their facilities. 1VIr. Wilson said he does not believe so, at least not in Ohio. Mr. Koeth mentioned <br />their facility on Mayfield Road. Mr. Wilson indicated they have a facility in Lakewood and Strongsville. They <br />discussed the design and location of those facilities. Mrs. O'Rourke asked if it is a corporate design building. Mr. <br />Wilson indicated it is. W. Koeth asked about the deliveries. Mr. Wilson indicated most deliveries are during the <br />evening, as well as trash pick up. Mr. Spalding asked how many interior tables there will be. Mr. Wilson replied they <br />will have 48 inside and 20 on the patio. Mrs. Hoff-Smith asked if the patio will be screened in any way. W. Wilson <br />said it will be fenced and gated but otherwise unscreened. The fence will be 3 feet 6 inches. Mr. Rymarczyk said the <br />applicant omitted showing a truck loading/unloading zone. They would have adequate area where they do show <br />parallel parking to incorporate one if need be. He said parallel parking does not comply with our code. He said that <br />parking is along the drive and Great Northern Shopping Center. He said those spots were not counted in the parking <br />total. Mr. Wilson said with those spots they meet the minimum parking requirements. Mr. Rymarczyk said they need <br />to look at the total development and not just the applicant's building because of the conditions. Mr. Rymarczyk said <br />they take the total shopping center into consideration. Mr. Wilson asked how the current park-n-ride agreement <br />affects the parking equation because technically those spaces are not available for the mall. W. Rymarczyk said they <br />were accounted for as part of the shopping center. Mr. Wilson said Panera's is the closest as far as a business model. <br />Mrs. O'Rourke asked if there was market research done to see if it's ok to put it next to another Mexican restaurant. <br />Mr. Wilson said they have not had issues with that in the past. They have a niche market and it fills the in between of <br />fast food and a sit down full scale restaurant. The price point and food quality puts it in its own niche market. Mrs. <br />Hoff-Smith asked for the price point. Mr. Wilson said if a person gets a burrito, chips and a drink, they are out the <br />door for $8. Mr. Wilson mentioned there is no freezer on the premises. There is a cooler. There is no microwave, no <br />can opener, so everything is fresh. Mrs. HofF-Smith asked if there are any other designs that they use. Mr. Wilson <br />said their buildings are very unique from site to site. The proposed building is only the second time that configuration <br />has been used. Mrs. O'Rourke asked if they can see other ones. Mr. Wilson indicated this is really the building they <br />want to use on that site. Mr. Rymarczyk asked if the walk-in cooler would be visible from Lorain. Mr. Wilson said it <br />would not be. Mr. Rymarczyk said in looking at the site plan, it is. Mr. Wilson said you would see the cooler except <br />for the fact that there will be a tree put in to shield it. Mr. Rymarczyk asked if there are any plans to make the cooler <br />blend in with the building. Mr. Wilson indicated it will blend in. Mr. Rymarczyk suggested that the applicant point <br />that out to the Architectural Review Board if they go to that board. Mr. Spalding asked if it will be all brick around <br />the building. Mr. Wilson indicated that other than the entry feature the remainder of the building will be brick. Mrs. <br />Hoff-Smith asked what the patio surface will be. Mr. Wilson replied it will be scored concrete. Mr. Koeth asked if <br />the lighting will only be on the building. Mr. Wilson said there will be pole lighting for the parking. Mrs. 0'Rourke <br />asked how high the poles will be. Ms. Obert indicated they are 18 feet with a cut-off type fixture. Mrs. Hoff-Smith <br />asked about the material for the dumpster enclosures. Mr. Wilson conf?irmed it is a galvanized sheet metal which will <br />match the entry feature of the building. Mrs. Hoff-Smith asked if they can match the brick of the building. Mr. <br />Wilson said that request can be accommodated. Mr. Rymarczyk asked how high the bottom of the light fixture is to <br />the grade. Ms. Obert said it is l 1x17 and is reflected in the photometric plan. Mr. Koeth asked how high the parking <br />lot lights are currently. W. Rymarczyk said he believes they are 25 feet. Mrs. Hoff-Smith asked about the building <br />lights near the proposed facility. Mr. Rymarczyk said they are probably no higher than the roof line but there they <br />could vary some, as long as they do not exceed the height of the roof line. He asked if the board would like to discuss <br />the signage. He said if we know exactly what they are coming in for it would save time later. He indicated the board <br />can leave it up to the Board of Zoning Appeals. The signage dimensions are on drawing A205. Ms. Obert indicated <br />she can call Mr. Ryinarczyk tomorrow to go over the figures and work it out. Mr. Wilson asked if they move on to <br />the Board of Zoning Appeals would they still be addressing signage. Mr. Koeth said if they work it out with the <br />building department and cut down on signage they wouldn't have to. Mr. Rymarczyk said if they wanted to hold off <br />on the entire sign package they could. Mr. Wilson said they would like to do it all at once. Mr. Rymarczyk indicated <br />the more they can eliminate, the better. Mr. 0'Malley pointed out the Board of Zoning Appeals has recently been <br />receiving counsel that they should start with compliance with the code. They are trying to encourage the Board of <br />Zoning Appeals to start from the principle that we are going to have signs that comply with the code so if the <br />applicant is looking for some direction, he would counsel this commission, for the sake of consistency, that the <br />applicant might consider compliance with the code as a starting point. As opposed to excessive variances and waiting <br />for the Board of Zoning Appeals to just say no. Mr. Koeth asked the applicant if he is willing to work with the <br />11
