Mr. Koeth brought up the detention area and the flowers around that section. <br />He said Mr. Zergott had indicated that after a certain period of time a lot of that material would turn <br />into weeds. Mr. Corsi pointed out they agreed to utilize wildflowers and also crown vetch, which is <br />stronger than the weeds they were concerned about. Mrs. O'Rourke asked if it is correct that there are <br />only two free-standing units. Mr. Corsi said that was correct. Mr. Spalding said as far as the ownership <br />of the property, is it correct that each of the individual units will be a fee owner of the property. Mr. <br />Corsi indicated that was correct. Mr. Spalding asked if the owners will have an area to do their own <br />planting. W. Corsi said the association will take care of all the open land areas, but there will be two <br />areas where residents will be able to plant for themselves. They designed areas in the front for <br />landscaping, as far as the shrubbery goes. The residents are allowed, within those beds, to plant <br />whatever flowers they would like on an individual basis. Within the courtyard areas, they will also be <br />able to plant. Mr. Spalding asked if the association will be responsible for maintaining that area, the <br />courtyard in the back. Mr. Corsi said the association will be responsible for that, and also for the <br />exterior of the buildings as well. The common wall will be the responsibility of the homeowners <br />association. It is addressed specifically in the documents. Mr. Spalding asked if fences will be <br />maintained by the association. Mr. Corsi indicated they will be. Mr. Spalding indicated he still has a <br />problem with the driveways. In spring and summer people are out more. He can see cars wanting to <br />park in an apron area and vying for parking. He added a lot of people use garages for storage. Mr. <br />Corsi commented on the units where Mr. Spalding lives. He said there are some units there that are <br />quite similar to what they are doing with Rockwynd, except they have increased their drive size to be <br />more road-like for safety issues. Mr. Koeth asked for any other questions froin the board or from the <br />audience. There were none. Mr. Hreha said whatever the board decides and submits should contain <br />language that is conditional upon satisfying the concerns of the law department regarding the language <br />of the homeowner's association. They can make their view general in nature and let the law department <br />work with the developer to clear up the verbiage. Mr. Koeth said with what Mr. O'Malley submitted <br />and what Mr. Conway has said, he wonders if any other variance or issue bothers anyone. Mr. Spalding <br />indicated the square footage of the units themselves is an issue for him. He would prefer to follow what <br />we have in the code, but he can understand they have some discretion as far as recommendations. He <br />thinks the code was set up with an A single-family residence standard and they had a reason for doing <br />it. If this will be an attractive unit, perhaps they can provide some discretion. Mr. Lasko said he thinks <br />Mr. Conway was correct in his earlier coinments in connection with being a living, breathing type of <br />development both now and in the future. There has to be the ability to encompass a concept, an <br />evolutionary type of concept, that is unique now and in the future. Soinething just as unique may be <br />presented 5 years down the road, and 5 years after that. The board cannot be so rigid in its thinking that <br />it is unable to take something like this and make it work. Mr. Hreha agreed and indicated that is why he <br />asked Mr. Corsi the question about how they intend to build the development. If it will be according to <br />what the market will bear and people can order it in advance, and they can additionally give them the <br />option to add square footage, it will help. Mr. Corsi agreed and said that would be an option and would <br />be a money maker for them. Mrs. O'Rourke asked for the price range of the units. Mr. Corsi said based <br />on the construction costs and design, and where the market will be, they will be at an average of <br />$160,000-165,000. Mr. Spalding asked for the density requirements. Mr. Conway said they permit 6 <br />per acre and as he recalls, they are at 5 and a hal£ It is not a violation of the density requirement. Mr. <br />Koeth said given what Mr. Corsi has done with the landscaping and what has been presented today, the <br />board can make the recommendation to Council that this subdivision, going forward, would fit in the <br />spot they recommended from their work session. Whether it is single-family cluster or multi-residence <br />is for Council to decide. Mr. O'Malley said he would agree with that and he would recommend that the <br />Planning Commission take an item at a time to report on. If the Planning Commission makes a report <br />and makes its findings "as follows: #1 the landscape plan as submitted to the Architectural Review <br />Board and in response to their recommendations, is acceptable and complies with the code, and the <br />6
