p, . <br />have black finishes to keep the colonial appearance. The gazebo, if added will be patina green metal with - <br />black metal pillars. All the mechanical equipment will be housed behind black metal gates on the northeast <br />corner near the RTA Bus gara.ge. The pole lights will be placed along both driveways and be erected along <br />the inner side of the drive to help cut down on the light spillage. The parking lot will have pole lights for the <br />safety of the patrons. There will be two flagpoles at the south entrance, which will be illuminated. There <br />will be Ballard lights on the building at each egress. There will be sconces along the building walls and <br />floodlights to accent the building itself. The pazk areas will have path lights and lighting in the plaza. The <br />photometric plan show what is required by code but the lighting expert has indicated that the neighbors will <br />still see the light sources. They are working to make sure the amount of light spillage is at a minimum. There <br />is a verity of plants, which ha.ve been chosen to be placed around the entrances and along the building itself. <br />Along Lorain Road there will be multiple landscape beds used to break-up the straight appearance. The <br />detention basin will have landscaping along the sidewalls and will be 8-feet deep at the deepest point. The <br />area, which abuts the salt domes, will be screened to hide the dome from view. There will also be landscape <br />beds from both entrances along the sidewalk to the streets. The City forester has indicated which trees he <br />would like saved and the driveway was moved to accommodate those wishes. The grading of the site is <br />designed to slope from Butternut Ridge downward to the northeast corner of the site so all the water drains <br />into the detention basin. Mr. Spalding questioned if there would be mounds along the east and west sides to <br />buffer the neighbors. Mr. Hunsicker suggested that the professional landscaper has indicated that the grade <br />should not be altered along the east side to mainta.in the water and accommodate the City Foresters wishes. <br />There has been ta.lk to place the dirt removed for the basement throughout the site, but nothing set in stone. <br />The side of the building, which will face the RTA Bus garage will have a solid brick wall and have mounding <br />as well as landscaping along the wall. Mr. Hreha questioned which side of the wall would have the mounding <br />and how high they might be. Mr. Hunsicker indicated that the mounds would be on the library side of the <br />mounds and they would only be about a foot or two high. Mr. Hreha inquired about the depth of the detention <br />basin and how long water would sit in it during a rainstorm. Mr. Hunsicker suggested that the deepest point <br />would be 8-feet and was not sure of the timetable for the water remaining in the basin during a rainstorm. Mr. <br />Deichmann indicated that the maximum expected amount of water during a rainstorm would be 5-feet and <br />would remain in the basin for minimal time. Mr. Morley with the Cuyahoga Library indicated that other <br />library sites have the same type of detention basin and they have never seen standing water in the basin. Mr. <br />Spalding questioned the amount of landscaping in the children's area. Mr. Hunsicker reviewed that they <br />wanted to buffer the children from view. There will be brick columns and black metal fencing, but the <br />landscaping will help buffer them. Mr. Hreha questioned if the only exist from the children's outside area is <br />through the library. Mr. Hunsicker indicated that there would be exists through the fence. Mr. Spalding <br />questioned if there would be lighting over the drop-off area. Mr. Hunsicker commented that down lights <br />would be used to keep the area lit. He further suggested that some of the light poles would have banner <br />brackets so banners and signs could hang from them on special occasions. Mr. Spalding questioned how the <br />traffic would flow concerning the entrance on Butternut Ridge Road. Mr. Hunsicker reviewed that they were <br />presently working with the City to widen Butternut Ridge Road to have tuming lanes for both the east and <br />west bound traffic. Mr. Allan felt there should be an answer whether or not the gazebo would be built or not. <br />Mr. Hunsicker reviewed that the gazebo would only be built if the bid was reasona.ble, if the cost is to high <br />they will not be able to have the gazebo. The gazebo will not be elevated nor will there be any type of railing <br />around it for safety factors. It would be placed in the middle of the entrance walk and have no safety <br />concerns if they can afford to have it. Ms. Creadon reviewed for the board the steps that had been taken to <br />make sure that the design and placement of the gazebo would detour children from using it as a play area or <br />gathering point. Mr. Hreha questioned if the City had any problems at the North Olmsted Park gazebo's as <br />there are two there. Ms. Creadon indicated that she was not aware of any problems with the two existing <br />gazebos at the park. Mr. Spalding believed that the gazebo along the entrance path could offer temporary <br />shelter from the weather. Mayor Musial indicated that the area in question would have a flowerbed as well as <br />a bronze ox-cart with a plaque representing the old library. Mr. Spalding questioned if there would be <br />additional landscaping added along the east and west side of the site to buffer tlie residents that abut the site. <br />Mr. Hunsicker suggested that there was natural vegetation, which would remain'and buffer the neighbors. <br />Mr. Spalding felt there could be more landscaping added to buffer the neighbors and suggested the <br />Architectural Review Board make suggestions. Mr. Hreha questioned if there would be a flagpole on the <br />north side of the site or only the two along Butternut. Mr. Morley indicated that the Library would be willing <br />to place a single flagpole on the north side. Mr. Lasko questioned were the alternate power supply would be <br />located as well as the air conditioning units. Mr. Hunsicker indicated that the backup power, air conditioning <br />2
