Hreha Note: W. <br />Spalding arrived after the meeting started. <br />ALSO PRESENT: Assistant "Law Director, B. O'Malley, Assistant,City Engineer, K. Becker and Clerk of <br />commissions, D. Rote. - <br />U. REVIEW .AND CORRECTION 0F _MINUTES: The Planning Gommission :minutes from the September 10, <br />2002 meeting have been submitted for approval. <br />R. Koeth:motionedto approve the Planning Commission minutes dated'September 10, 2002 as submitted. K. <br />0'Rourke seconded.the motion; wliich were unanimously approved. ° <br />III. BUILDING.DEPARTMENT REQUESTS: <br />1. RockMmd`Subdivision• Golumbia Rd =between Brookpark and`Countrv•Club Blvd.: <br />Proposal consists of new, .subdivision .consisting of .3:1 ;units. Note: `vanances may be required pending <br />Planning Commissiori's:ruling. - , <br />Chairman Koeth called:all,:interested°parties forwardto:reviewtlieir;proposaL 1VIr.,.Corsi, with,Gra,yStone Realty <br />Group .and Mr. Steveson, <the,:Architect "came forward rto review the proposal. '1VIr. Corsi commented that they <br />would like Planriing Comrriissionto;recommencl the.development:fhey:haveworlcedion with:neighboring residents <br />to Council to look favorably on the proposal. During ta.lks with ;neighbors :changes were made to meet their <br />requirements and'they agreed to.address`,the ekisting water;problems in=the rieighborhood for the residents. The <br />development will be a plan that-will have.green space, walking,paths,.alley/driveways:the garages of the units are <br />accessed through the rear:of-each unit. < There will "be porch fronts =and also. include recessed drives on those <br />homes which have drives :in the front :of the unit. They are requesting _the zoriing be single-family cluster <br />development, wluch is a:fee simple ownership. The developer feels that the :designs of the homes,present a form <br />of community. The :front porch is 6-feet to 8-feet of width so they can be used, the rear of each unit will have a <br />private courtyard. The first floors of all .units ?have 9 foot high ceilings. - There, are two story areas, which have <br />.lofts and open to the great rooms below: There will be 1 full master, one `'/2 bath.and an optional.second full <br />bathroom. The streets will be narrower.then the city streets to make;the neigliborhood a close community. <br />Mr. :0'Malley irivited 1VIr. Gorsi to review the deviations from the. city codes.,as Mr. Conway was unable to attend <br />the meeting. Mr. Corsi indicated that the narrow streets are not.to code however, they are needed for the type of <br />development they are desigriing. The narrower streets slow the traffic and makes for a_more secure community. <br />The code requires 28 feet wide and the proposed streets .are 23=feet wide-outside of curb to outside of curb and <br />will accommodate emergency vehicles. ` The alley/driveways 23-feet overall and are designed to road <br />specifications to handle emergency vehicles. 1VIrs. O'Rourke suggested getting a safety report to.make sure the <br />fire departrnent,has no problems. Mr. Corsi indicated that the driveways/alleys would.allow a fire truck to turn a <br />round. Mr. Koeth indicated that this plan is not like any cluster development they have seen as there are no roads <br />or streets there are just la.nes. Mr. Corsi suggested the designs of the alleys/driveways are designed to force the <br />neighbors to get to know each other: Their market will be geared towards empty nesters; dull income executives, <br />singles and first time homeowners. The; detention basin is a dry above ground water detention, which:is against <br />code. The above ground detention is to accommodate the neighbors water problems. The basin will have <br />landscaping,trees, flowers and walking paths to be enjoyed. Note: Mr. Spalding arrived at 7:55pm. There is a 5- <br />foot variance for building setback from street. The homes to the north require a variance for being 10-feet from <br />back of curb to front of porch. A'15-foot variance for rear yard setback homes being to close to rear neighbors. A <br />minor variance to have asphalt instead of concrete streets. The association is responsible to maintain the streets <br />and the cost of asphalt is cheaper. Only one of their designs meets the minimum code for square footage the <br />remaining units do not meet the minimum square foot codes. The design and style of homes warrant the smaller <br />sizes. The tota.l homes themselves have over 900 square feet on the first floor but not on the second floor. Some <br />of the units have 1300 on the first floor and 500 on the second floor or less than 900 on first floor and 500 plus on
